About this file

This is a Request for Quote (RFQ) issued by Workforce Solutions Borderplex (WSB), a regional government entity and non-profit organization certified by the Texas Workforce Commission as the local workforce development board for six counties in far West Texas (Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio). WSB seeks qualified vendors to deliver job-readiness workshops as a core component of the NextForce Career Coaching Model, which integrates job-readiness training, coaching, and reflection throughout work experiences for three target populations: Opportunity Youth (ages 14-24, new to workforce), College Youth/Recent Graduates (ages 18-24, near graduation or recently graduated), and Youth and Young Adults with Disabilities (ages 14-24). The workshops consist of two phases: Phase 1 covers pre-internship preparation addressing workplace expectations, communication, professionalism, and goal setting, while Phase 2 provides ongoing career coaching during internships ranging from 220 to 480 hours. Required workshop topics include effective communication, career exploration and goal setting, workplace etiquette, job search strategies, resume writing, emotional intelligence, conflict resolution, and peer learning sessions. The RFQ was released April 2, 2026, with proposals due by 3:00 PM (MST) on April 23, 2026, an anticipated award date of May 7, 2026, and a program start date of May 2026.

Vendors must submit complete proposals including organizational overview, relevant experience, proposed workshop model and curriculum outline, delivery structure, facilitation approach, pricing structure, and at least two professional references. Preference will be given to vendors with demonstrated experience supporting justice-involved youth and recent postsecondary graduates. All vendors must demonstrate experience working with youth ages 14-24, experience serving opportunity youth and youth with barriers, trauma-informed and culturally responsive practices, and the ability to facilitate interactive group-based workshops. Required administrative and compliance documentation includes a completed vendor packet, EIN documentation, and a valid Certificate of Insurance; failure to submit these materials by the deadline will render proposals non-responsive and ineligible for award. The program is funded through the Department of Labor/ETA WIOA Formula Grants and Wagner-Peyser, the Department of Health and Human Services TANF and Child Care Development Fund, and the Food and Nutrition Service SNAP Employment & Training.

WSB NextForce Career Coaching Model – Job Readiness Workshops

I. Introduction:

Workforce Solutions Borderplex (WSB) is a regional government entity and non-profit organization established to serve as an arm of the State of Texas to carry out governmental workforce development functions. WSB is certified by the Texas Workforce Commission as the local workforce development board for the six counties of far West Texas—Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio— encompassed within the Workforce region. WSB's functions include overseeing integrated workforce training, education, and related services and programs for the area.

WSB provides a wide range of assistance to job seekers, including youth, underemployed, unemployed, and displaced workers, in the six-county region along the U.S.-Mexico border from El Paso to the east of Presidio County. Services include, but are not limited to, job search activities, career counseling, training assistance, job preparation activities, placement assistance, and access to technology resources. WSB also assists qualifying families who require childcare to work, attend school, or receive training by providing childcare subsidies. In addition, WSB assists employers with services including assessment, pre-screening, recruitment screening, and testing.

II. Project Overview:

These workshops are a core component of the WSB NextForce Career Coaching Model, an approach that integrates job-readiness training, coaching, and reflection throughout the work experience, rather than relying solely on one-time pre-employment training.

Traditional workforce models often deliver ready-line training upfront. While this provides basic preparation, many participants face new workplace challenges after placement without structured opportunities to revisit and strengthen employability skills.

The NextForce model addresses this gap by embedding ongoing support into the work experience through:

Work Experience + Coaching + Reflection

This integrated approach allows participants to:

• Apply professional skills in real time workplace environments

• Receive structured coaching support as challenges arise

• Reflect on experiences to strengthen persistence, confidence, and completion

• Increase readiness for direct employment following program exit

Workshops will prepare participants for internship placement, support those currently engaged in internships, and equip participants who are not yet placed with foundational skills needed to succeed in the workforce.
