About this file

This document contains submission instructions for a solicitation issued by the Texas Department of Criminal Justice (TDCJ) with reference number 696-FD-26-P027. The instructions outline the procedural requirements for respondents to submit their proposals electronically through the Euna Procurement (Bonfire) portal at https://tdcj.bonfirehub.com. All submissions must be uploaded, submitted, and finalized before the posted due date, with vendors strongly advised to allow at least one business day for the upload process given potential file size and internet speed considerations. Respondents must submit questions or requests for additional information through the electronic bid system by the dates specified in the solicitation, and all amendments will be issued via Public Notice on the portal, making it the respondent's responsibility to check regularly for updates.

The document emphasizes that all responses in TDCJ's possession at the due date and time are deemed final, conclusive, and irrevocable, with no proposals subject to amendment or correction after the deadline. Respondents are advised to verify that their submission was successful by checking for a "Submission Complete" status from Euna Procurement and reviewing uploaded documents before the close date, as no changes will be permitted afterward. Technical support for the Bonfire portal is available through support.bonfire@eunasolutions.com or the Euna Procurement Vendor Knowledgebase. It remains the respondent's sole responsibility to ensure all response documents successfully arrive before the due date and time.

Submission Instructions and Information

1. Submissions must be submitted electronically via the Euna Procurement (Bonfire) portal.

Respondents must register at https://tdcj.bonfirehub.com to access the portal, which supports Microsoft Edge, Google Chrome, and Mozilla Firefox with JavaScript and cookies enabled.

Submissions must be uploaded, submitted, and finalized before the posted due date. Uploading large files may take time, depending on the size and internet speed, so it is strongly recommended that vendors allow at least one business day to complete the process.

2. Any requests or questions for additional information pertaining to the solicitation specifications shall be submitted through the electronic bid system. Requests or questions must be submitted by dates indicated on the solicitation.

3. All amendments will be issued via Public Notice on the electronic bid system. It is the respondent's responsibility to obtain any amendment that pertains to a solicitation. Please check regularly for any posted amendments.

4. If a respondent requests to withdraw a response, the respondent may resubmit, or submit a new response, up until the advertised due date and time. All responses in the possession of the TDCJ at the due date and time shall be deemed final, conclusive, and irrevocable, and no proposal shall be subject to amendment or correction after the due date and time for submission.

Submission

It is recommended that once you have completed your final submission and received a notice status of “Submission Complete” from Euna Procurement, you access your account again and review the documents to verify that the correct content has been provided. Once the close date has passed, you will not have an opportunity to change any of the submitted documents.

All responses must be SUCCESSFULLY submitted before the due date and time regardless of your organization's ability to submit responses online. It is the respondent's sole responsibility to ensure that response documents successfully arrive before the due date and time.
