About this file

This is a Solicitation Addendum Acknowledgement file for the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division pertaining to Solicitation Number HHS0017072 for blank clothing items for the central rehabilitation and sheltered workshop at Wichita Falls State Hospital. The procurement encompasses a comprehensive range of apparel products, including t-shirts, aprons, denim shirts, shorts, sweatshirts, hoodies, polos, and work apparel from established brands such as Gildan, Hanes, Jerzees, and Anvil, available in multiple sizes (youth through 6XL) and various color options. All items must be blank, without decoration, screen printing, or embroidery, and must be delivered on an as-needed basis in accordance with facility requirements and available budgets. Sealed bids are due by April 6, 2026, at 10:30 AM Central Time, with a questions deadline established for March 30, 2026, and responses posted by March 31, 2026. The contract will commence on April 7, 2026, and run through August 31, 2026, with a potential one-year extension at HHSC's sole discretion. Submissions may be made either in-person at 1100 W. 49th Street in Austin or through the HHS Online Bid Room portal.

All pricing must be firm and fixed for the contract life, submitted on a per-unit basis exclusively on the provided Pricing Sheet (Exhibit C), and must include all labor, materials, supplies, and related expenses. HHSC reserves the right to award to the bidder offering the best value rather than the lowest price, with evaluation including verification of past vendor performance through the Comptroller of Public Accounts Vendor Performance Tracking System; bidders may be rejected for unfavorable performance reports or contract cancellations within the previous twelve months. No set-aside designations for disadvantaged enterprises exist, and all qualified vendors regardless of business structure are eligible to respond. No incumbent vendors or current contractors are identified in the solicitation documents. Historical spending for similar goods ranges between $50,000 and $100,000, provided as a guideline only and not as a guarantee of actual quantities to be ordered. All contracts are subject to appropriations and fund availability with no guaranteed volume, usage, or compensation. Vendors are responsible for all delivery logistics, warehouse charges, and compliance with facility security and safety guidelines, with deliveries required between 8:00 AM and 3:30 PM on specified dates. Bidders must complete and submit Exhibit A (HHS Solicitation Affirmations) acknowledging all affirmations and certifications, including non-debarment status, E-Verify participation, cybersecurity compliance, human trafficking prohibitions, and adherence to Texas Government Code provisions regarding lobbying and foreign business restrictions.

TextField32: Q1: You are requesting pricing for 1 or more items. Pricing for one apparel versus 20 (just as an example) may vary in price - especially when considering shipping costs. If you do only order one item, as the worst case scenario, should we include a line that has a discount if you order more than one item?

Answer 1/ The Hospital runs a program for rehab, therefore all their orders are by project. If a project requires 60 Shirts, then they will specify from the list the brand, size and quantities. Some of them will be qty 1 for 2XL for example. Regardless of pack size or savings, this is strictly by project total.

Q2: What quantity is the typical order for blank apparel?

Answer 2/The Facility will not order 1 shirt at the time, some projects may start at 20 shirts as others up to 200 shirts.

Q3. Since orders can be as small as one unit, is there a minimum order quantity or minimum dollar amount required per purchase order to help offset individual shipping costs?

Answer 3/ As stated in Answers 1 and 2, the facility operates per project. Each order will be different, the facility do not keep stock and all quantities will be purchased only to fulfil a specific project.

Q4. As a reseller, if we use a third party warehouse or 3PL to handle the storage and shipping of these items, are they required to be listed on the HUB Subcontracting Plan (HSP)?

Answer 4/ This solicitation does not require a HSP plan

Q5. For very small orders, will the facility accept standard UPS/FedEx packaging as long as the Agency Purchase Order number is written on the shipping label?

Answer 5 / That is correct, package that are not label properly with the PO number may get lost or delayed in the receiving dept. PO number must be show in the package and include a packing slip.

Q6. Does the facility require a specific brand or fabric weight for the Prepared for Dyeing (PFD) items?

Answer 6 / The Exhibit C brings the full list used on past purchases. It is expected the fabrics, if not from the list provided, perform, match or exceed the quality as the one requested. Lower quality fabrics will be spotted easily in the workshop and will be rejected.
