About this file
This is a specification document issued by the Texas Department of Transportation (TxDOT) for the procurement of a trailer-mounted dustless sandblaster unit. The specification (TxDOT 635-45-65386), dated March 2026, establishes comprehensive design criteria and performance requirements for a single piece of equipment that must be capable of uniformly blasting materials efficiently while safely towing at speeds up to 85 MPH when empty or fully loaded to maximum payload capacity. The equipment must be the latest improved model in current production, newly manufactured, and completely assembled and adjusted upon delivery. The unit must include a blasting pot with a minimum 100-pound abrasive capacity and 2-hour blast time, a diesel-powered compressor with an 8-hour fuel capacity, a cooling and drying system, and a trailer equipped with an emergency breakaway braking system, 8-ply tires with spare, 2-5/16" ball hitch, and DOT-compliant lighting. The specification does not provide explicit response dates, due dates, site visit information, or award dates.
The specification mandates that the vendor must be an official authorized dealer or distributor of the equipment being proposed and provide proof of authorization within two days of TxDOT's request. Deliverables must include original illustrated parts books, operator's manuals, service manuals, and complete wiring, plumbing, and hydraulic schematics at the time of delivery. The vendor must provide a factory-trained technician to deliver instruction on safety, operation, and preventive maintenance within 30 days of unit receipt, prior to payment. A Manufacturer's Statement of Origin (MSO) is required at delivery, and TxDOT will not accept the unit or process payment without it. The equipment carries a one-year performance warranty against defects in workmanship and a minimum 12-month material warranty covering 100 percent parts and labor, commencing upon TxDOT's acceptance. The unit must undergo safety inspection by a certified station and arrive with an inspection certificate. Vendor performance will be monitored regularly by TxDOT, with unsatisfactory performance potentially resulting in negative vendor performance reports or contract cancellation.

Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged.
3.7. TxDOT encourages all manufacturers to comply voluntarily with the Society of Automotive
Engineers (SAE) Recommended Practice for marking of plastic parts per current SAE J1344 standard. All plastic components furnished to this specification should have an imprinted SAE symbol identifying the resin composition of the component so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of products in order to conserve natural resources, energy and landfill space. The respondent should note that future specification revisions may require mandatory compliance with the SAE plastic coding system.
3.8. TxDOT is committed to procuring quality goods and equipment. TxDOT encourages manufacturers to adopt the American National Standards Institute/International Organization for Standardization/American Society for Quality (ANSI/ISO/ASQ) Q9001-2000: Quality Management Systems: Requirements and obtain certification.
