About this file
This amendment to Bid No. IW240067 is issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department and extends the bid opening date for a materials procurement to support broom production. The solicitation seeks raw materials for internal institutional use within TDCJ facilities and state distribution purposes. The original bid opening date of March 30, 2026 at 3:00 PM has been revised to March 31, 2026 at 3:00 PM. The amendment clarifies key specifications regarding delivery, acceptance criteria, and material handling. Bidders must acknowledge receipt of this amendment with their bid submission to ensure consideration.
The amendment establishes that TDCJ prefers all raw materials be shipped in a single shipment rather than partial or staggered deliveries, with payment issued under NET-30 terms, meaning invoices are due 30 calendar days after all material has been accepted. Materials will undergo inspection upon delivery, with rejection criteria including incorrect specifications, wrong dimensions, damage, or unusable condition. Delivery is expected within the default 14-calendar-day window per standard terms and conditions. All bidders must be prepared to meet durability and quality standards for materials intended for internal institutional production use, with pricing submitted on a per-unit basis and firm prices maintained for 30 days following bid opening.

Question

Question
Answer
1 We understand these materials are used in production. Could you clarify whether the finished brooms are intended solely for internal institutional use within TDCJ facilities, or if any portion is produced for external distribution or resale?
This will help ensure alignment with appropriate durability and cost assumptions in our sourcing.
These will be for internal and State use.
2 Delivery Timeline Expectation Per the Terms and Conditions, if delivery time is not specified, a 14-day delivery is assumed. Could you confirm whether delivery of the full quantities is expected within 14 days, or if longer lead times are acceptable when clearly stated in the bid?
The TDCJ prefers that the raw materials be shipped all at once as the material will not be paid for, until thirty days after all the material has been accepted per our NET-30 policies.
3 Shipment Structure Should vendors plan for delivery of the full quantity in a single shipment, or are partial or staggered deliveries acceptable or required?
The TDCJ prefers that the raw materials be shipped all at once as the material will not be paid for, until thirty days after all the material has been accepted per our NET-30 policies.
4 Inspection & Acceptance Criteria Could you clarify the inspection and acceptance process upon delivery (e.g., sampling vs. full inspection) and any thresholds that would result in rejection?
Inspection of the material upon delivery. Factors that would result in rejection would be if the material is incorrect, if the material is in the wrong dimensions, or if the material is damaged or unusable. For example, if the material is completely damaged in transport.
