About this file
This specification document outlines the requirements for a Dual Channel Canister Sampler solicitation issued by the Texas Commission on Environmental Quality (TCEQ) under solicitation number 582-26-16092. The solicitation requests a microprocessor-controlled dual-channel sampler capable of collecting whole ambient air samples into evacuated canisters over a 24-hour period into sub-ambient pressure six-liter canisters. The equipment must include specific components such as a SVGA color touchscreen display, two independent collection channels with individual mass flow controllers, analog outputs, a pressure gauge, and AC power capability at 115 volts and 60 Hz. The system must be programmable for recurring automated 24-hour sample collection over a 6-day collection cycle and include active sample line purge, manual and automated leak checks, and real-time editing capabilities. Routine delivery is required within 120 calendar days after receipt of order.
The specification requires all items to be bid as new equipment of current production with manufacturer's standard parts and accessories. The warranty must provide complete onsite coverage including parts and labor for a minimum of two years from the date of acceptance. Bidders must supply at least one electronic manual with complete operating instructions, circuit descriptions, theory of operation, maintenance and service instructions, schematic diagrams, pneumatic flow charts, and safety precautions. Technical support must be available Monday through Friday, 8 a.m. to 5 p.m. Central Standard Time, via telephone and electronic mail. Each sampler channel must meet U.S. Environmental Protection Agency Method TO-15 requirements for cleanliness levels of less than 0.2 parts per billion by volume, with documentation of analytical verification provided with each unit.

Attachment A Specifications for a Dual Channel Canister Sampler
Description: Microprocessor controlled dual-channel sampler to collect whole ambient air samples into evacuated (negative pressure) canisters. The unit must be capable of collecting time-integrated samples into a sub ambient pressure six-liter canister over a 24-hour period.
MINIMUM GENERAL SPECIFICATIONS
1. The canister sampler must meet the following requirements:
A. The system must contain the following components:
i. Microprocessor based digital circuitry.
ii. A SVGA color touchscreen display.
iii. Two independent collection channels.
iv. Independent mass flow controllers for each channel.
v. Analog outputs of 0-5 volts for canister pressures and flowrates.
vi. A 0-15 pound per square inch pressure gauge with 0-5-volt output.
vii. Alternating current (AC) power: 115 volts, 60 hertz (Hz).
viii. Rear located sample inlet with ¼-inch fused silica lined Swagelok fittings, shipped in a manner to maintain cleanliness (capped).
ix. Two front located sample outlets with 1/8-inch fused silica lined Swagelok fittings, shipped in a manner to maintain cleanliness (capped).
B. Each of the two sampler channels must meet U.S. Environmental Protection Agency (EPA) Method TO-15 requirements for cleanliness (less than 0.2 parts per billion by volume) for all measured compounds using a humid (relative humidity >30%) air or nitrogen matrix. Documentation of the analytical verification will be provided with each sampler.
C. Programmable for a recurring automated 24-hour sample collection over 6-day collection cycle.
D. Active sample line purge prior to sample collection.
E. Manual leak check during setup.
F. Automated leak check prior to sample collection.
G. Canister flow rate and pressure logging during sampling.
H. Software calibration of mass flow controllers and pressure transducers.
I. On screen operating procedures.
J. Real-time editing for programmable parameters.
ADDITIONAL TERMS AND CONDITIONS
1. All items must be bid new, of current production, and include the manufacturer’s standard parts and accessories.
2. Routine delivery response to TCEQ will be within 120 calendar days after receipt of order.
