About this file
This is Addendum 1 to Request for Proposal 582-27-00005 issued by the Texas Commission on Environmental Quality (TCEQ) for Environmental Laboratory Assessments. The addendum extends the original proposal submission deadline to April 24, 2026, at 3:00 p.m. Central Time to allow vendors sufficient time to review updated Historically Underutilized Business (HUB) Program requirements. Respondents are required to acknowledge receipt of this addendum by signing and returning the cover page with their proposal submissions; responses submitted without this signed acknowledgment may be considered non-responsive. The addendum specifies that HUB Subcontracting Plan (HSP) courtesy reviews are available until April 14, 2026, at 12:00 p.m. Central Time, and vendors utilizing Good Faith Effort (GFE) Method 1 may submit their HSP for review upon sending required email notifications without waiting for responses.
The addendum provides updated HUB guidance establishing TCEQ's new procurement HUB utilization goals at 1.0% for each procurement category (Special Trades, Professional Services, Other Services, and Commodities). Respondents must submit an HSP with their proposal demonstrating good faith efforts to utilize Texas-certified HUB vendors through one of three GFE methods: GFE 1 (subcontracting portions to both HUB and Non-HUB vendors), GFE 2 (subcontracting exclusively with active HUBs), or GFE 3 (meeting or exceeding HUB goals with only Texas-certified HUB vendors). GFE 1 requires email notifications to a minimum of three active HUBs from the Centralized Master Bidders List and two trade organizations or development centers, with a seven working-day deadline period. All HSP submissions must include CMBL vendor profiles, and responses without the required HSP shall be rejected as materially non-compliant. The contact for HUB program clarification is VetHUBProgram@cpa.texas.gov, with Claribel Diaz serving as the TCEQ HUB Program Coordinator.
