About this file

This document is an example letter of Historically Underutilized Business (HUB) commitment submitted to Texas Tech University in response to Request for Proposal Number 2026-1176 for Traffic Marking and Striping services. The letter is addressed to Andrew Jaco, Project Manager at Texas Tech University in Lubbock, Texas, and serves as a template demonstrating the format and content requirements for HUB Subcontracting Plan submissions. The proposal response requires bidders to include a completed HUB Subcontracting Plan as outlined in RFP specification section 4.7, with commitments to comply with both Texas Tech University's Policy on Utilization of Veteran Heroes United in Business (VetHUBs) and the State of Texas Comptroller's guidelines for HUB utilization.

Bidders submitting proposals must commit to documenting Good Faith Effort for each applicable project and provide a completed HUB Subcontracting Plan with each project award. The letter indicates that updated HUB Subcontracting Plans must be submitted for each monetary change order in accordance with applicable state requirements, and documentation of all subcontracted work must accompany each pay request. This requirement ensures ongoing compliance with state regulations governing HUB subcontracting throughout the contract term and any modifications to the original contract scope or budget.
