About this file
This is a Request for Information (RFI) meeting agenda issued by the State of Texas Procurement Division (SPD) to gather industry input for an automated statewide delivery term contract for industrial gases and dewar rentals. The contract will have an initial term of up to five years with provisions for annual price increases and will be mandatory for all state agencies using general revenue funds. The RFI focuses on establishing clear specifications and terms through contractor input regarding operational procedures, delivery capabilities, and industry standards.
The RFI addresses critical operational and performance questions including site survey procedures, pre- and post-delivery tank testing protocols, geographic coverage across Texas, delivery methods (statewide, highway districts, county, or zone-based), and equipment capabilities. Key concerns raised include PSI variance standards for "full tank" deliveries, equipment swap procedures, delivery receipt documentation, proof of ownership requirements, and the ability of delivery trucks to unload tanks. The agenda also solicits contractor feedback on potential improvements to the contract structure, industry standards not currently implemented, current challenges within the gases industry, pricing sheet concerns, and gas specification requirements. Contractors are expected to be prepared to discuss any necessary additions or adjustments to the proposed specifications.

Request for Information Meeting Agenda
INTRODUCTION
• Purpose: Gather information to set terms and specifications for an automated Statewide delivery term contract (up to 5 years), which will allow for annual price increases and clear expectations. This type of contract is a required use contract for all state agencies utilizing general revenue funds as a payment source.
QUESTIONS
• Do the Contractors preform site surveys prior and/or after delivery? Have there been issues? What takes place during these site surveys?
• What kind of tests are run on the tanks prior and/or after delivery?
• What could be improved on this contract for the re-solicitation? Are there industry standard(s) that need to be implemented that SPD is not aware of?
• What are some of the challenges the gases industry is facing, if any?
• What geographic coverage can your company provide across the State of Texas
(urban, rural, and remote areas)?
• When Customers are placing orders for tanks, how much PSI is an acceptable amount to be missing? Some Customers have mentioned that they have received tanks with a large amount of PSI missing from the tanks when delivered. Is there an industry standard for variances in PSI being considered a “full tank”?
Example: 1500 PSI tank was ordered but the tank arrived at 1100 PSI.
• Does your company offer an even swap for tanks where empty or partially used cylinders can be swapped for the same size, gas type, and specifications without additional charges?
(a) If a Customer orders a 600 PSI tank and six (6) 100 PSI tanks are delivered, will the Customer be charged for six (6) rental equipment cost fees or one?
(b) Can your company swap out cylinders from other companies when delivering or picking up?
• Are your company’s delivery trucks equipped with the means to remove tanks from the truck upon delivery?
• Are there any reasons why a delivery receipt cannot be provided when the driver from your company completes a delivery? If yes, why?
• When tanks are being exchanged, does your company require proof of ownership for both parties involved or only for the Customer?
• Which of the following delivery methods would be better suited for your company? Statewide, highway districts (Current delivery method), county, or by zone?
• Are there any concerns with the specifications for the gases?
• Are there any concerns with the proposed price sheet?
Please review the solicitation documents and be prepared to discuss any items that need to be added or adjusted, specs included.
