About this file
This is Addendum No. 1 to Invitation for Bid (IFB) No. 304T-26-071A2 issued by the Texas Comptroller of Public Accounts Statewide Procurement Division for the Texas Department of Criminal Justice (TDCJ). The addendum provides clarifications to the original solicitation for 33 prison transport buses with gasoline engines. The original solicitation referenced the Bluebird Bus BBCV 3507 model as the specification baseline, with delivery required on a FOB Destination basis to statewide locations. The addendum clarifies that buses from manufacturers other than Bluebird are acceptable provided they meet all specifications outlined in Attachment G of the IFB. The original response due date was April 9, 2026, at 1:30 p.m. Central Time in Austin, Texas, with a pre-bid conference scheduled for March 26, 2026, and questions due by March 30, 2026. The initial contract term commences upon Notice of Award and expires August 31, 2027, with four renewal options extending through August 31, 2030, plus one additional one-year renewal option thereafter.
The addendum also clarifies the division of responsibility regarding security equipment, confirming that TDCJ will manufacture and install all required security caging and screening equipment for the buses, with any additional safety equipment to be purchased by TDCJ outside this contract. Respondents must acknowledge receipt of this addendum by signing and returning it with their response; failure to submit the signed addendum may result in disqualification. Pricing is to be submitted on a firm, all-inclusive, fixed unit basis including the 1.5% Texas SmartBuy administrative fee and statewide delivery costs. Respondents must provide current certificates of insurance and delivery schedules and may claim applicable state preferences for Texas-manufactured goods, service-disabled veteran ownership, and environmentally sensitive products. Evaluation will be based on best value to the state, considering compliance with specifications, purchase price, vendor performance history, and delivery timeframes.
