About this file
This is Amendment No. 1 to Bid No. IW244083, issued by the Texas Department of Criminal Justice (TDCJ), Contracts and Procurement Department, located in Huntsville, Texas. The amendment provides clarifications and answers to bidder questions regarding an aerial spraying service solicitation. The bid opening is scheduled for April 13th, 2026, at 3:00 PM. Bidders must acknowledge receipt of this amendment in their bid submission or the bid may not receive consideration. The contract specialist is Daniela Castaneda, CTCD.
The amendment addresses four substantive questions from potential bidders. First, it clarifies that the aircraft liability insurance requirement amount is $1,000.00 as shown in Section D. Second, it confirms that awardees must provide proof of all coverage requested in the solicitation terms under Section H, including product/completed operations coverage and airport liability policies as specified, without exception. Third, regarding work scheduling conflicts when multiple farm managers request services simultaneously, the Program Administrator will communicate with the awardee to coordinate scheduling. Finally, background checks required under Section B are conducted post-award, with no preferred vendor specified, and all vendors are encouraged to bid; bidders seeking prior historical solicitation information must submit a request to the purchaser with the previous solicitation number.

Question

Answer
1 H.1 Insurance Requirements Section D:
Item 2. Shows an aircraft liability amount of $1,000.00
Question: What is the correct amount?
As shown on section D, the amount for aircraft liability is $1,000.00.
2 Item 4. From our insurance underwriter:
"The product/completed operations coverage would not apply to any type of spray job, so it is uncertain why they would require the coverage. All coverage for spray operations would come under the aircraft liability policy. PCO requirement should probably get stricken along with the Independent Contractor and blanket contractual coverage requirements. Best outcome would be the customer accepting our Premises coverage provided under the aircraft policy, and not have to take on the additional cost of having a separate
Airport liability policy for basically the same coverage."
Question: Is the product/completed operations coverage necessary since it won't apply to aerial spraying and is covered under the aircraft liability policy?
Question: Is it necessary to have a separate Airport policy if the same coverage is provided in the Premises policy?
Awardee must show proof of coverage as requested on the solicitation terms under section H.

3 C.4.4 Work Schedule
Question: If more than one farm manager/coordinator request service for the same timeframe, how do we determine who gets priority?
The Program Administrator will communicate with the awardee about scheduling.
4 C.4.5 Section B
Questions: When and where are the background checks to be performed? Is there a preferred vendor? What is the approximate cost?
The backgrounds checks are conducted after award.
All vendors are encouraged to bid.
For any prior historical bid information, a request must be submitted to the solicitation’s purchaser with the previous solicitation number.
