About this file

This specifications and requirements document pertains to the Texas Department of Public Safety (DPS) Crime Lab and outlines the minimum technical specifications for a glass refractive index measurement system procurement. DPS is requesting bids for a GRIM3 (Glass Refractive Index Measurement) system, product training, and shipping and handling services, with all deliverables to be sent to the DPS headquarters at 5800 Guadalupe, Austin, TX 78752. The GRIM3 system is a comprehensive laboratory solution comprising a processor unit, temperature/humidity sensor, video camera, and Windows 10/11 compatible 64-bit software with advanced measurement and analysis capabilities. The system must achieve measurement precision with a standard deviation less than 0.00001 on continuous measurement of reference glass over a 48-hour period and hotstage temperature precision of less than 0.02°C, while fully complying with current SWGMAT and ASTM standards for automated refractive index determination of glass samples.

The procurement includes extensive microscopy equipment, optical components, reference materials, and accessories necessary for forensic glass analysis operations. The computer specification requires an i7 or equivalent processor, 32GB DDR5 RAM, dual storage drives (512GB SSD and 2TB HDD), and Windows 11 Pro with a 24-inch monitor. Product training consists of a two-day on-site visit by an applications specialist, including equipment unpacking, setup, comprehensive operator training, equipment safety and maintenance instruction, and certification. The specifications document does not contain information regarding pricing terms, bid submission dates, award timelines, contract term, renewal options, set-asides, incumbent contractor status, or funding sources and amounts.
