About this file

This is an addendum to a Request for Proposals (RFP #332-RFP26-1002) issued by the Texas Department of Housing and Community Affairs (TDHCA) for comprehensive audit services. The addendum, effective April 1, 2026, revises the schedule of events for this procurement. The new timeline establishes proposals due on April 7, 2026, contract execution scheduled for April 24, 2026, and commencement of work on May 1, 2026. The initial contract term runs from May 1, 2026, through April 30, 2027, with TDHCA holding options to renew for three additional one-year periods at its sole discretion. The audit services scope includes unlimited-scope financial statement audits, opinions on internal controls and compliance with applicable laws and regulations, compliance testing with the Public Funds Investment Act, and delivery of the Financial Data Schedule report by September 15, 2026, with all audit reports due by December 15, 2026. Interim fieldwork is scheduled for early July, primary fieldwork in early October, and draft reports due in early December 2026.

Respondents must be independent, properly licensed certified public accountants in Texas with demonstrated experience in housing finance agencies, tax-exempt and taxable bond issuances, governmental accounting, and arbitrage regulations. Proposals will be evaluated on a best-value standard with point allocations of 30 points for Firm Experience and Qualifications, 25 points for Key Personnel Qualifications, 25 points for Technical Approach and Capacity, and 20 points for Price. Pricing must be submitted as a firm, fixed-price proposal with all costs included and no variable costs listed separately. TDHCA requires completion of a Historically Underutilized Business (HUB) Subcontracting Plan with proposals lacking this plan subject to rejection; statewide HUB goals for professional services are set at 23.7 percent. The contract requires comprehensive insurance coverage with minimum limits of $500,000 per occurrence and $1,000,000 general aggregate, E-Verify compliance, and drug-free workplace certification. TDHCA manages assets totaling approximately $4.7 billion, with $3.4 billion in bonds payable and $3.9 billion in revenue bond program assets, reflecting the significant scope and complexity of the required audit services. No specific budget or award value has been disclosed; interested firms should submit open records requests for prior year fee details to establish pricing benchmarks.
