About this file
This is an Addendum No. 1 to Invitation for Bid (IFB) No. 304T-26-640A1.2 issued by the Texas Comptroller of Public Accounts (CPA) Statewide Procurement Division for Disposable Paper & Plastic Products. The solicitation is statewide in scope and open to both in-state and out-of-state vendors. The addendum addresses critical changes to the procurement document, including a unit of measure modification for Line 2 from "Each" to "Case" on the Mandatory Price Sheet, and clarification that awards will be made line-by-line to the vendor providing the best value to the state for each line item based on the lowest price per comparable unit of product. Products solicited include toilet paper, paper towels, and disposable cups. The addendum does not establish a guaranteed minimum purchase volume, and no specific delivery location requirements are detailed beyond the statewide nature of the contract. Samples are not required with bids, and respondents may submit multiple bids for a single line item if representing different brands or models with varying pricing.
The price evaluation will be conducted on a line-by-line basis with awards based on lowest price per comparable unit. No minimum order requirements are imposed on vendors, and respondents have flexibility in delivery scheduling, which may impact response evaluation. Respondents must acknowledge receipt of this addendum by signing and returning it with their response, as failure to do so may result in disqualification. The solicitation does not guarantee specific purchase volumes or budgets throughout the contract term. Vendors interested in off-contract purchasing opportunities are directed to register with the Centralized Master Bidders List (CMBL). Previous bid tabulations, awarded vendor lists, and current pricing information are available through Open Records Requests submitted to the Texas Comptroller's office.
