About this file
This is a Statement of Work document for a New Domain Controllers/Network Redesign project in Texas involving TSBPA (Texas State Board of Public Accountancy), TBAE (Texas Board of Accountancy Examiners), and co-location networking staff. The project encompasses two primary in-scope components: building two redundant domain controllers (one primary and one secondary) to handle Active Directory, DNS, and DHCP functions, and conducting a comprehensive network redesign. The domain controller work includes installing and configuring all required services that were operating prior to the agency's primary domain controller failure, removing the current primary domain controller from service, and making downstream changes necessary due to new domain controllers and potential IP address modifications. The network redesign activities can proceed in parallel with domain controller reconstruction and involve reviewing and analyzing the current TSBPA network environment, documenting existing connections, configurations, and IP addresses, identifying potential risks, and creating a new design that incorporates existing infrastructure plus the new redundant domain controllers and a planned Veeam backup solution controller. The Statement of Work does not specify response dates, due dates, site visit requirements, bidder meetings, award dates, or contract terms.
The Statement of Work emphasizes detailed planning and implementation activities, including comprehensive design review sessions with all stakeholder networking staff, development of complete implementation and deployment plans, advance staging of changes, detailed migration planning with estimated timeframes and rollback procedures, and final documentation and mapping of the new network environment. Out-of-scope items explicitly exclude TBAE's agency network and long-term support of the new network environment. The document does not contain pricing information, set-asides, incumbent contractor details, funding sources, or budget amounts. The project focuses on addressing a critical infrastructure failure while establishing a redundant, well-designed network architecture supported by documented procedures for implementation and rollback.

In scope
1. (TSBPA only) Build two (2) domain controllers’
• a project in parallel with the Network redesign
• Build a new primary domain controller and redundant secondary domain controller handling Active Directory, DNS, and DHCP at a minimum. Install and configure all required domain controller services, which were operating prior to the Agencies primary domain controller failure.
• Remove the current primary domain controller from service
• Make all necessary changes needed downstream due to the change of new domain controllers and potentially new IP addresses.
2. (All parties) Network redesign
• Network planning and redesign activities can be started in parallel with the domain controller rebuild
• Review and analyze the current TSBPA network environment
• Document/map and assess the current network environment:
• Connections between hardware
• Configuration within hardware
• IP addresses used
• Determine and document potential risks requiring mitigation related to the new network design
• Create a new design for a network environment, in tandem with TSBPA, TBAE and co-location’s networking staff, that includes what we use now, the new (redundant) domain controllers and the new controller TSBPA plans to install for the new backup solution, Veeam:

• Review design in detail with TSBPA, TBAE and co-location’s network staff to identify any gaps/errors
• Develop complete design, implementation and deployment plan
• Stage as many changes ahead of migration as possible
• Plan migration steps in detail, including estimated minutes for each step and location of work (migration can happen over multiple weekends/holidays), including milestone steps to stop and test that things are working and not breaking anything with TBAE’s network.
• Rollback plan
• Document/map the final network environment as it exists:
• Connections between hardware
• Configuration within hardware
• IP addresses used
Out of scope
1. TBAE’s agency network
2. Long term support of new network environment
