About this file
This is a vendor information exhibit for the Texas Department of Public Safety (DPS) Online Bid Room, which provides instructions for submitting responses to state solicitations electronically. The document outlines the optional use of the DPS Online Bid Room platform as an alternative submission method for solicitation responses, subject to all terms and conditions specified in the complete solicitation package. Vendors are required to review the entire solicitation package, including all exhibits, before submitting responses. All submissions must be made in the form and manner described in the solicitation package and received by the specified response due date and time. The document emphasizes that failure to adhere to submission requirements may result in disqualification, and late responses are not accepted.
The DPS Online Bid Room access requires a two-step registration process. Vendors must first register at https://texasdps.appianportalsgov.com/vendor-management, with credentials typically provided within two business days. Once registered, vendors can access the platform to review solicitation opportunities and submit electronic responses. The document provides links to vendor resources including a tutorial, user guide, frequently asked questions, and contact information for technical support. Importantly, the document notes that technical difficulties or delays related to the optional DPS Online Bid Room do not constitute grounds for protesting contract awards. Electronic submissions receive confirmation through the system, eliminating the need for separate receipt confirmation. Vendors should allow sufficient time for the registration process to ensure timely bid submission.
