About this file

This is a vendor information document from the Texas Department of Public Safety (DPS) providing guidance on the use of the optional DPS Online Bid Room for submitting solicitation responses. The document outlines the two-step registration and access process for vendors, requiring initial registration at the DPS Online Bid Room portal to obtain login credentials via email, followed by system access to review solicitation opportunities and submit electronic responses. Vendors are advised to allow sufficient time for the registration process, which can take up to two business days, to ensure timely submission of responses by the stated due date. The document emphasizes that late solicitation responses are not accepted and that failure to adhere to form and method requirements specified in the solicitation package may result in disqualification.

The document clarifies that use of the DPS Online Bid Room is optional and subject to all terms, conditions, affirmations, and requirements of the solicitation package, with submissions via the system receiving automatic confirmation through the platform. The document notes that technical difficulties encountered through use of the optional DPS Online Bid Room do not constitute grounds for protesting a contract award. The DPS provides vendors with multiple support resources including an online tutorial, vendor user guide, frequently asked questions document, and dedicated vendor support contact information to assist with navigation and address questions regarding solicitation procedures and portal functionality.
