About this file

This is Addendum 1 to a Request for Proposal issued by McAllen Independent School District for fresh produce to support its Child Nutrition Program. The District, serving nearly 20,000 students across 31 campuses in the McAllen, Texas area, seeks qualified vendors to supply fresh produce on a competitive basis. The RFP solicits pricing for line items reflecting prices in effect for the week of February 16-20, 2026, with a pre-proposal conference scheduled for February 19, 2026, at 10:30 a.m. CST. The District intends to award contracts to multiple qualified respondents and will conduct monthly and weekly requests for quotes from selected vendors. Contract awards will be announced within 90 days of the RFP opening, with the initial contract term commencing April 9, 2026, for one year with options to renew for four additional one-year terms. Deliveries must be made no later than 6:30 a.m. to 31 campus locations and a central kitchen, with produce requiring a minimum five-day shelf life upon delivery.

Pricing submitted must remain firm throughout the contract term, though price decreases and discounts are acceptable at any time. Price increases require documented justification submitted to the Director of Purchasing Services. The evaluation matrix allocates 51 points to price, 20 points to quality, 16 points to extent of meeting District needs, 5 points to long-term cost, 4 points to other relevant factors, 3 points to vendor reputation, and 1 point to in-state business status, totaling 100 points. The District gives geographic preference to local producers within 50 miles of McAllen and prefers domestic produce in accordance with the Buy American Act and Texas Education Code Section 44.042. Respondents must maintain USDA-approved facilities, current HACCP plans, product recall procedures, recent health inspection reports, refrigerated delivery vehicles, and active pest control services. Vendors must provide three references from similarly-sized school districts and comply with all applicable federal, state, and local regulations for food safety and handling.
