About this file

This document is vendor information guidance issued by the Texas Department of Public Safety (DPS) for participation in the DPS Online Bid Room, which serves as an optional electronic submission platform for state solicitation responses. The document provides instructions for vendors interested in submitting bids to DPS solicitations through the online system. The guidance outlines that responses may be submitted electronically via the DPS Online Bid Room or through alternative methods identified in individual solicitation packages, with all submissions subject to the same terms, conditions, and requirements regardless of submission method. Vendors are instructed to review solicitation packages thoroughly, including all exhibits, before submission and to direct questions to the point of contact identified in the specific solicitation. Responses must be submitted in the form and manner specified in each solicitation package by the stated due date and time, with late submissions not accepted and failure to adhere to requirements potentially resulting in disqualification.

Access to the DPS Online Bid Room requires a two-step registration process: vendors must first register at the designated portal (https://texasdps.appianportalsgov.com/vendor-management), which typically requires up to two business days to receive login credentials via email, then use those credentials to access the system and submit responses. The document emphasizes that vendors should allow sufficient time for the registration process to meet submission deadlines and notes that technical difficulties encountered during electronic submission do not constitute grounds for protesting a contract award. The DPS Online Bid Room provides submission confirmation through the system, eliminating the need for additional receipt confirmation. Supporting resources are available to vendors, including an online tutorial, vendor user guide, frequently asked questions, and dedicated vendor support contact information to assist with navigation and troubleshooting.
