About this file
This is Addendum No. One to a Request for Qualifications (RFQ) issued by Texas Tech University Health Sciences Center El Paso for the selection of an artist to create public art installations at the Clinical Sciences Building and Comprehensive Cancer Center in El Paso, Texas. The project seeks to procure an interactive public art sculpture designed to serve as a collaborative space promoting rest and hope for facility users. The artwork will be installed in an enclosed inner courtyard with a designated 670 square foot area. The maximum allowable sculpture height is 50 feet, with a preferred height recommendation between 30 and 35 feet, and a maximum weight capacity of 4,000 pounds. The courtyard will be ready for artwork installation beginning in January 2028. Respondents must acknowledge receipt of this addendum in their submission on the publicartist.org portal. Site visits are not currently available due to the building's construction stage, though future arrangements may be made with finalists or the selected artist.
The all-inclusive project budget is $987,400, covering all costs including artist fees, consultant and subcontractor fees, insurance conforming to Texas Tech standards, engineering, materials, fabrication, transportation, installation, site modifications such as plinths, and post-installation documentation. The artist is responsible for hiring an engineer to guarantee proper weight distribution on the courtyard slab and for all lighting costs associated with the artwork, though general courtyard lighting and electrical infrastructure will be available for coordination. If crane installation is necessary to transport the sculpture into the courtyard, costs must be incorporated into the all-inclusive budget. Flexibility exists to modify the planned locations of surrounding trees and benches pending structural and plumbing review; any such modifications must be accounted for within the artist's budget. Selected finalists may receive high-resolution renderings, a reduced 3-D model of the courtyard, and potentially additional architectural documentation.

ADDENDUM NO. ONE (1) 1
Date: March 6, 2026
Clinical Sciences Building & Comprehensive Cancer Center Public Art
Texas Tech University Health Sciences Center El Paso El Paso, Texas
Texas Tech University System
Lubbock, Texas
FP&C Number: 23-06 & 23-12
NOTICE TO ALL RESPONDENTS:
The following shall be incorporated in and become a part of the original Request for Qualifications (RFQ) of the above-identified project. Please acknowledge receipt of this Addendum in the space provided on the Form of Response within the RFQ. Failure to do so may subject the Respondent to disqualification.
ITEM #1:
Question: Is there an overall budget?
Response: The all-inclusive budget is $987,400 and is inclusive of all costs associated with this Public Art project including, but not limited to, artist fees, other consultants’ and Subcontractors’ fees, insurance conforming to Texas Tech standards, engineering, materials, fabrication, transportation, installation (including any site modification such as plinths or other elements that are needed to execute the design), and post-installation documentation.
ITEM #2:
Question: Do you have any photos of the space which is looking for a sculpture?
Response: See attachment C in RFQ Document (includes Sample Agreement and
Drawings).
ITEM #3:
Question: Is there a maximum allowable height for the work/ Is there an upper limit to the height of the sculpture that can be designed?
ADDENDUM NO. ONE (1) 2
Response: The sculpture maximum allowable height is 50’ – 0”. While we do not have any set dimensional expectations for size, based on maximum allowable weight of 4000 pounds designated for public art, the preferred maximum height recommendation would be between 30 - 35 feet. Proposed concepts must consider the maximum clear means of egress required by the National Fire Protection Association supporting the enclosed court. Ultimately, it is up to the artist, and those selected as finalists can determine what will work with their design and budget when they create their final proposal.
ITEM #4:
Question: Is the committee open to proposals that incorporate interactive elements or devices that encourage visitor engagement with the work?
Response: Yes, see “Project Scope” in RFQ: “Public art will be installed at this location to serve as an interactive space for collaboration, rest, and hope for all who use the facility.” However, we do not want to provide a definite description of interactivity and limit ways artists could potentially interpret this aspect of the installation.
ITEM #5:
Question: Would proposals that include sound elements be considered acceptable?
Response: This is ultimately up to the artist. Artists selected as finalists can determine what will work with their design and budget when they create their final proposal.
Artists should keep in mind the goal for the artwork is to support a calm and meditative environment.
ITEM #6:
Question: Should the artwork be designed to have equal visual and experiential impact during both daytime and nighttime conditions?
Response: The facility will support employees and patients during the day and support occasional nighttime events. Visual and experiential impact is ultimately up to the artist. We do not want to provide a definite description and limit ways artists could potentially interpret this aspect of the installation.
ITEM #7:
Question: Is decorative night lighting planned for the area surrounding the sculpture?
Response: Lighting for the artwork is ultimately up to the artist. Cost of artwork lighting will be artist’s responsibility.
ADDENDUM NO. ONE (1) 3
General lighting and electrical unrelated to the artwork will exist in the courtyard, and the artist will be able to work with the General Contractor to coordinate use of existing power. Artists selected as finalists can determine what will work with their design and budget when they create their final proposal. See
4.1.1 in RFQ.
ITEM #8:
Question: At the proposed location of the sculpture, what is the load-bearing capacity of the slab or foundation? What maximum weight can be accommodated in the inner courtyard?
Response: The building structural engineer designed the courtyard to support an additional
4KIP (4000 pounds) to support public art. The artist is responsible for hiring their own engineer to guarantee proper weight. The General Contractor will facilitate coordination with the chosen artist for final structural support design.
ITEM #9:
Question: Through which openings can the sculpture be installed into the inner courtyard? If it is not possible to transport the sculpture (either in one piece or in separate elements) through the building, would it be possible to lift it into place from the outside using a crane?
Response: Although allowed, there is minimal access through single doors to install public art. A crane is recommended and if used, must be accounted for in the all-inclusive budget allocated to public art. The building will be ready for art installation beginning in January 2028.
ITEM #10:
Question: For the purpose of designing the sculpture, would it be possible to request higher-resolution images of the renderings based on the architectural plans?
Response: High-resolution renderings provided in RFQ Document, see Attachment C. More drawings may be provided to the finalists.
ITEM #11:
Question: Would it be possible to receive the building’s floor plans and the exterior elevation views of the inner courtyard?
Response: The State of Texas considers floor plans of state-owned facilities sensitive, confidential information. Because of this, we are required to be selective with the release of such information. Selected finalists may receive floor plans.
ADDENDUM NO. ONE (1) 4
ITEM #12:
Question: Is it possible to obtain the 3D model of the building in order to present the sculpture and visualizations in high quality?
Response: A reduced 3-D modeled image of the courtyard can be provided to selected finalists for concept development use.
ITEM #13:
Question: To what extent must the current positions of the surrounding trees and benches be maintained? Is there flexibility to modify their planned locations?
Response: During project design development, structural design of the primary structure at the courtyard took into consideration structural member enhancements in support of the public art, landscaping, and hardscaping planned within the courtyard. In addition, the courtyard is nested above an occupied basement which requires special design considerations to properly waterproof and remove stormwater.
While the artwork is designated to a 670 Sq Ft area, it may be possible to work with the selected finalist’s concept to evaluate a redesign of the courtyard. A thorough structural and plumbing review would be required to facilitate this request and would need to be accounted for in the all-inclusive budget.
See Drawing with Measurements Page in Attachment C in the RFQ document.
670 Sq Ft (29’ 11.5” x 22’ 3 ¼”) has been allocated to support artwork with a 4KIP load.
ITEM #14:
Question: What stage has the construction of the building currently reached?
Response: Contractors are currently building the superstructure beginning with the foundations. This is expected to go through 2027. The courtyard will be ready for artwork installation beginning in January 2028.
ITEM #15:
Question: Finally, would it be possible to arrange a site visit?
Response: No site visits can be made at this time due to current stage of construction.
Future arrangements may potentially be made with finalists or the selected artist.
The courtyard will be ready for artwork installation beginning in 2028.
ADDENDUM NO. ONE (1) 5
ITEM #16:
Question: Will you accept a CV rather than a 2-page resume?
Response: Yes, but it cannot exceed the maximum requirement of 2 pages.
ITEM #17:
Question: Where do I submit Attachment A?
Response: The publicartist.org RFQ page has been updated to ensure applicants can submit
Attachment A. Submit this attachment with other application materials on publicartist.org
Please contact info@publicartist.org or call 210-701-0775 (9am - 5pm CST/CDT) if you need help with submitting your application.
