About this file
This is an Addendum #1 to Invitation for Bid (IFB) #455-26-1024 issued by the Railroad Commission of Texas Operations Division for Professional Leadership Course Training. The solicitation seeks a vendor recognized by one of seven specified Public Institutions of Higher Education Accrediting Organizations to develop and deliver eLearning courses covering five primary leadership topics with 21 individual courses. The vendor must facilitate 100 online course enrollments per year, totaling 400 enrollments over the original one-year contract term with three additional one-year renewal options. The addendum clarifies that courses are self-paced, asynchronous eLearning rather than instructor-led virtual sessions and that all employees must have access to the full course catalog. The original response deadline of March 6th, 2026 has been revised to February 25th, 2026 at 2:00 PM Central Time.
Key qualification requirements mandate that the bidder must be recognized by accrediting organizations including the Accrediting Commission for Community and Junior Colleges (ACCJC), Higher Learning Commission (HLC), Middle States Commission on Higher Education (MSCHE), New England Commission of Higher Education (NECHE), Northwest Commission of Colleges and Universities (NWCCU), Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), or Western Association of Schools and Colleges (WASC) Senior College and University Commission; Texas Workforce Commission recognition is explicitly not acceptable. The vendor must provide a dashboard or portal for Railroad Commission administrative access to manage course enrollments and provide technical support as needed. Pricing may be quoted per student enrollment per year, with no existing course materials or multimedia requirements specified and no extensions to the contract timeline anticipated.
