About this file
This is Addendum #1 to an RFQ issued by West Texas A&M University's Division of Finance Procurement Services for a Behavioral Health Workforce Landscape Analysis (RFQ-WT27-0001). The addendum clarifies and expands requirements for stakeholder engagement and clinical supervision capacity analysis across the 26-county Texas Panhandle region. The project requires proposers to conduct comprehensive workforce analysis including vacancy rate assessments, education and training pipeline review, and impact analysis related to a new Texas State Hospital in Amarillo. Proposers must incorporate robust, place-based stakeholder engagement as a core component, extending beyond virtual consultation to include intentional, in-person interaction with representative stakeholders across the behavioral health ecosystem, including providers, hospitals, community clinics, mental health authorities, educational institutions, workforce boards, and individuals with lived experience. The selected vendor will be responsible for identifying, collecting, validating, and synthesizing all quantitative and qualitative data necessary to complete required analyses, though WTAMU will provide access to relevant institutional data and publicly available sources where applicable.
The addendum requires clinical supervision capacity evaluation across behavioral health disciplines, including identification of licensed supervisors, assessment of supervisor-to-trainee ratios, geographic distribution analysis, and recommendations for expanding supervision capacity through telesupervision and inter-institutional partnerships. Deliverables include documented stakeholder engagement plans, summary of participants and geographic coverage, thematic analysis of stakeholder input, regional supervision capacity mapping by discipline and geography, quantitative estimates of supervision gaps, and final workforce recommendations. The addendum clarifies that performance/payment bonds are not required as this is not a public works project, and background searches and fingerprinting are only applicable if employees would have direct contact with students. Insurance requirements are referenced in Appendix A of Attachment M, with proposers required to submit current certificates of insurance with their responses. All other terms, conditions, and requirements of the original RFQ remain unchanged.

RFQ-WT27-0001
Clarifications to Scope of Work
ADDENDUM NO. 1
Behavioral Health Workforce Landscape Analysis RFP
This Addendum No. 1 is issued to clarify and expand requirements associated with stakeholder engagement and clinical supervision capacity analysis for the Behavioral Health Workforce Landscape Analysis. All other terms, conditions, and requirements of the original solicitation remain unchanged. Proposers must incorporate the clarifications contained in this addendum into their proposal submissions.
I. Stakeholder Engagement & Community‑Informed Analysis Requirement
To ensure the Behavioral Health Workforce Landscape Analysis accurately reflects regional conditions, workforce realities, and community needs across the Texas Panhandle, proposers must incorporate robust, place‑based stakeholder engagement as a core component of the Scope of Work.
Engagement must extend beyond virtual consultation or secondary data review and include intentional, in‑person or locally embedded interaction with representative stakeholders across the behavioral health ecosystem.
Required Engagement Approach
• Conduct on‑site or community‑based engagement across multiple counties within the Texas
Panhandle region, including rural, geographically dispersed, and under‑resourced communities.
• Engage varied stakeholder groups such as providers, hospitals, community clinics, local mental health authorities, education and training institutions, workforce boards, community‑based organizations, and individuals with lived experience.
• Capture qualitative insights related to workforce shortages, turnover drivers, supervision and credentialing barriers, recruitment and retention challenges, training pipeline gaps, and regional capacity constraints associated with the new Texas State Hospital.
• Ensure engagement methods are culturally responsive, geographically inclusive, and accessible.
• Document how stakeholder input is integrated into workforce modeling, gap analysis findings, and final recommendations.
Addendum Deliverable Expectations
• Documented stakeholder engagement plan and schedule.
• Summary of participants and geographic coverage.
• Thematic analysis of stakeholder input.
• Clear linkage between stakeholder insights and final workforce recommendations.
Addendum Evaluation Considerations
• Depth and feasibility of the proposed stakeholder engagement strategy.
• Experience conducting in‑person engagement across large rural or multi‑county regions.
• Ability to integrate qualitative engagement with quantitative workforce analysis.
• Capacity to produce actionable, community‑validated recommendations.
II. Clinical Supervision Capacity & Licensure Progression
As part of the workforce assessment, proposers must evaluate regional capacity to support required clinical supervision and licensure progression across behavioral health disciplines. This analysis is necessary to determine whether the Texas Panhandle can sustainably expand its behavioral health workforce and meet projected service and staffing needs, including those associated with the new
Texas State Hospital in Amarillo.
• Identify licensed professionals qualified to provide clinical supervision across behavioral health disciplines, including LPC‑Supervisors, LCSW‑Supervisors, psychologists, qualified BCBA supervisors, psychiatric mental health nurse practitioners, and supervising physicians where applicable.
• Assess supervisor‑to‑trainee ratios, geographic distribution, barriers to supervision access, and capacity limitations affecting credential completion.
• Analyze how supervision constraints influence workforce expansion, recruitment, retention, and regional staffing readiness.
• Recommend evidence‑informed strategies to expand supervision capacity, including tele‑supervision, cross‑institution partnerships, and supervisor development pathways.
Supervision‑Related Deliverables
• Regional supervision capacity mapping by discipline and geography.
• Quantitative estimate of supervision gaps relative to projected workforce demand.
• Integration of supervision findings into final workforce recommendations.
Clarification to RFQ Posting:
West Texas A&M University acknowledges the confusion regarding Insurance Requirements Attachment D and. For all insurance requirements, please refer to Appendix A within Attachment M. Remove from RFQ proposal pg 37, required insurance documentation must be submitted as part of the proposal.
Questions and Answers Related to RFQ Terms and Conditions:
• In the RFQ PDF, the Attachment titles, starting with Attachment E on page 37, are at the bottom of the previous page. Are we allowed to reformat the pages to have the Attachment title header on the appropriate page?
Yes, there are no issues with you updating the page numbers to fit the format.
• Could you clarify the accessibility information required as part of the proposal in Section 5.3
Accessibility under the Terms and Conditions on page 25? Are we required to provide this information for our data deliverables?
This would only apply if University employees would be logging in to access the data, or if any software were to be housed on university servers.
• Regarding Section 6.4 on page 30, could you confirm if a Performance/Payment Bond is required for this project? Our understanding from the scope is this is not a 'public works' project.
You are correct. By definition this would not be a Public Works contract.
• In Attachment D on page 37 the link for insurance requirements is no longer valid. It takes you to https://www.tamus.edu/risk/ only. Is there an updated link with requirements for this project?
Thanks for pointing this out to us. There will be an addendum issued referencing Appendix A for applicable insurance requirements.
• In Section 4.5 Proposal Content and Components on page 16, Section 4.5.4 listing the submission requirements includes Attachment D: Insurance Requirements. Does TAMU want the vendor's current COI included here, or just the page from the RFQ with no additional information?
Yes, you will be required to submit you company's COI with your response.
• Regarding Attachment J, are background searches and fingerprinting required for this scope? The
Attachment states 'My signature indicates that I will comply with Senate Bill 9 by conducting background searches and have employees fingerprinted with the DPS- Fingerprint-based Applicant
Clearinghouse of Texas- FACT.', but our understanding is that we will not have direct contact with students as part of this project.
Applicable only if employees of the respondents would or might have Direct Contact with students.
