About this file
This Addendum #1 document issued by the Texas Facilities Commission (TFC) on March 10, 2026, modifies RFQ #0007578 for a Construction Manager-at-Risk (CMR) to provide pre-construction and construction management services for the Texas School for the Deaf Central Utility Plant (CUP) South Improvements project located in Austin, Texas. The scope involves a comprehensive upgrade of the existing Central Utility Plant and associated infrastructure that provides thermal utilities to twenty campus buildings, including increasing chilled water capacity from 1,600 to 3,000 tons, increasing heating water system input capacity from 18,000 to 30,000 MBH, replacing aging mechanical components, upgrading site distribution piping, replacing building pump systems, and conducting system commissioning. The project cost is estimated at $24,475,000 excluding pre-construction management fees, construction management fees, and general conditions. The procurement follows a two-step process with Step One requiring submission of qualifications and Step Two requiring pricing information for the five or fewer highest-ranked respondents. Two mandatory pre-submittal conferences were held on February 24 and 25, 2026. The proposal deadline is March 17, 2026, at 3:00 PM, with shortlist notification on March 27, 2026, optional site visit on April 2, 2026, interviews on April 6, 2026, Step Two pricing deadline on April 13, 2026, and award by commission on May 21, 2026. Contract execution is scheduled for June 15, 2026, with construction commencing within fifteen calendar days of the Notice to Proceed, an estimated pre-construction period of 180 calendar days, and a projected construction period of 460 calendar days for a total contract term of 640 calendar days with target completion of June 2, 2028.
Key modifications in this addendum include updated HUB Subcontracting Plan submission instructions requiring submission through the B2G system rather than B2G, with the HUB goal for Building Construction set at 21.1%. The addendum clarifies that the CMR is expected to provide sufficient qualified safety personnel to effectively manage site safety in accordance with OSHA requirements without establishing a specific requirement for the number of dedicated safety managers. A bid bond of $25,000 is required, with the original bond due by mail or in person within three business days of opening. Respondents must register for OpenGov accounts to submit qualifications electronically through TFC's OpenGov Portal and separate B2G accounts to submit the HUB Subcontracting Plan. The contract is contingent upon continued availability of funding, and if funds become unavailable, the Termination Article in the CMR Service Contract shall apply. Pre-submittal conference attendance lists indicate representatives from multiple construction firms including Flintco, Columbia Contracting, Rogers-O'Brien Construction, Linbeck, Joeris General Contractors, Cerris Builders, Satterfield & Pontikes, STR Constructors, and The Trevino Group, with STR Constructors and The Trevino Group identified as HUB firms.

ADDENDUM #1
DATE: 03/10/2026
REQ #: 0007578
TITLE: CMR for Texas School for the Deaf (TSD) Central Utility Plant Renovation Project PROPOSAL DEADLINE: 3/17/2026 at 3:00 PM
Addendum Item #1:
Post revised RFP document and replace Attachment D with HUB Subcontracting Plan Forms
Addendum item #2:
Revised HUB Subcontracting Plan submission instructions updated in RFP document. HSP will now be submitted through OpenGov and NOT B2G.
Addendum item # 3:
The following questions from potential Respondents were submitted for clarification.
# QUESTION ANSWER
1.
Are there any requirements regarding the number of safety managers that the general contractor will provide? And do they need to have specific certifications?
At this time, the Owner has not established a specific requirement regarding the number of dedicated safety managers. The Construction Manager-at-Risk will be expected to provide sufficient qualified safety personnel to effectively manage and enforce site safety in accordance with OSHA requirements, the contractor’s safety program, and the project’s scale and complexity.
The CMR should include in their proposal their planned safety staffing approach, including the role, qualifications, and on-site presence of safety personnel throughout construction.

Addendum item # 5: Pre-Submittal Conference Power Point Presentation Attached to this Addendum

Respondents will be evaluated on experience and qualifications, as detailed in Section V, Submission Requirements. Only the highest ranked 5 or fewer Respondents will be shortlisted based on this evaluation and invited to participate in interviews. Based on the interviews, the short-listed firms may be invited to participate in Step Two.
B. Step Two of the solicitation will include the short-listed firms participating in interviews.
The short-listed firms participating in the interviews may be requested to submit pricing information on the CMR Proposal Form (Attachment B) related to indirect construction costs as detailed in Section V, Submission Requirements.

Section II – Project Description
PROJECT DESCRIPTION: The project encompasses a comprehensive upgrade of the existing Central Utility Plant (CUP) and associated infrastructure at the Texas School for the Deaf (TSD) campus. The CUP provides chilled and heating water thermal utilities to twenty buildings, including educational facilities, dormitories, administrative offices, gyms, and the campus auditorium.
Due to increasing thermal loads from past and planned campus expansions, the CUP and related systems have reached maximum operational capacity. The proposed improvements are essential to ensuring adequate capacity, system reliability, and energy efficiency to support current and future campus needs.
ESBD POSTING: Documents are available for review on the state of Texas Electronic State Business Daily (ESBD) at http://www.txsmartbuy.com/esbd. Select ‘Texas Facilities Commission - 303’ from the Agency Name drop-down box and ‘Posted’ from the Status drop-down box.

Any asbestos abatement of the building is to be considered outside of the construction contract and budget of this RFP. Any required abatement will be either negotiated with the CMR awarded the contract or addressed by TFC separately.
THIRD PARTY TESTING: TFC shall provide or contract with third party for Testing and Balancing Services, RAS Review, Commissioning from a Commissioning Authority (CxA), Building Enclosure Commissioning (BECx), and Construction Materials Testing.
