About this file
This is a Solicitation Addendum Acknowledgement form for the Texas Department of State Health Services (DSHS) related to Solicitation Number HHS0016848 for Wastewater Testing services. The addendum provides clarifications and responses to seven questions submitted by prospective bidders regarding the scope of work. Key service requirements include weekly sample collection and testing from a minimum of 20 sampling locations at wastewater treatment plants (WWTPs) in municipalities statewide. The contractor must use 24-hour automatic samplers for composite sample collection, as grab samples are not sufficient. The solicitation requires variant-specific concentrations for multiple pathogens including SARS-CoV-2 and measles (B3, D8), mpox (clade I and II), norovirus (GI and GII), flu (a, b, H5), and RSV (a, b). The solicitation due date and time is March 25, 2026, at 10:30 a.m., and this addendum was issued on February 27, 2026, in response to questions submitted by the February 25, 2026 deadline. DSHS will be responsible for establishing Memoranda of Understanding (MOUs) with each municipality for wastewater collection, relieving the contractor of permitting requirements.
Respondents must acknowledge receipt of this addendum by signing and returning it with their solicitation response. Bidders who submitted responses prior to the addendum issuance may email the signed acknowledgement form to pcsbids@hhsc.state.tx.us prior to the solicitation due date. The pricing structure should be developed as an all-inclusive fee per sample based on weekly collection and testing at the minimum 20 locations. No information regarding set-asides, incumbent contractors, contract term, renewal options, funding sources, or award amounts is provided in this addendum document.
