About this file

This specification document, issued by the Texas Department of Transportation (TxDOT) in January 2026, establishes equipment requirements for herbicide applicators needed by the TxDOT Bryan District located at 2591 North Earl Rudder Freeway, Bryan, Texas. The specification provides detailed technical requirements for two types of herbicide application equipment: pull-type applicators and flex-type applicators. Pull-type applicators must have an operating width between 10 and 14 feet, weigh between 500 and 750 pounds, include a minimum 15-gallon chemical tank with a 12-V pump delivery system, and feature height-adjustable contact points for selective herbicide application. Flex-type applicators must operate between 13 and 17 feet in width, weigh between 1,000 and 1,500 pounds, include a minimum 40-gallon chemical tank with individual 12-V pumps for each section, and feature independent wing sections with hydraulic drum rotation capability. All equipment must be new, latest-model equipment of current production meeting all applicable federal and state safety, health, lighting, and noise regulations.

Vendors must provide complete original manuals with illustrated parts lists, operating instructions, and service information within three working days of request, with failure to comply resulting in non-responsive bids. All equipment is subject to acceptance inspection and performance testing within five working days of delivery, with the warranty period being the greater of the manufacturer's standard warranty or a minimum of 12 months from the date of acceptance into TxDOT inventory. Vendors must ensure replacement parts, service components, and consumables are readily available within the United States and must furnish a warranty listing the names and addresses of Texas-based servicing dealers. The specification encourages vendors to comply with SAE J1344 plastic coding standards and ISO 9001-9003 certification for quality management purposes, reflecting TxDOT's commitment to environmental responsibility and quality procurement practices.

Electronic copies of manuals from the manufacturer are acceptable. Manual(s) must include all necessary service, warnings, operating instructions and safety precautions for each unit delivered.

Parts list(s) must cover all components of the unit. Each part must be identified by part number, description, and component location. The following additional information must be provided by the vendor at time of delivery if not included in the manual referenced above:

2-5

3.2. Recommended fluids, lubricants and their SAE/API equivalents

4. ACCEPTANCE INSPECTION: All equipment ordered with this request will be subject to acceptance inspection and performance testing upon receipt. Acceptance inspection and performance testing will not take more than five working days, weather permitting. Acceptance inspection will not occur until after the equipment has been delivered and installation and training is completed. The vendor will be notified within this time frame of any units not delivered in full compliance with the purchase order specifications. If any units are canceled for non-acceptance, the needed equipment may be purchased elsewhere and the vendor may be charged full increase, if any, in cost and handling.

5. WARRANTY: Vendor must warrant equipment for a minimum of 12 months. If the manufacturer's standard warranty period exceeds 12 months, then the standard warranty period must apply. The warranty begins on the date the unit is determined to meet specifications and accepted into TxDOT’s inventory. The vendor must furnish a warranty with the equipment indicating the terms and conditions of the warranty and list of names and addresses of servicing dealers in the state of Texas who perform warranty work.

6. It is the intent of TxDOT to purchase goods, equipment, and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, TxDOT need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged.

7. TxDOT encourages all manufacturers to comply voluntarily with the Society of Automotive Engineers (SAE) Recommended Practice for marking of plastic parts per current SAE J1344 standard. All plastic components furnished to this specification should have an imprinted SAE symbol identifying the resin composition of the component so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of their products in order to conserve natural resources, energy and landfill space. Respondent should note that future specification revisions may require mandatory compliance with the SAE plastic coding system.

8. TxDOT is committed to procuring quality goods and equipment. TxDOT encourages manufacturers to adopt the International Organization for Standardization (ISO) 9001-9003 standards, technically equivalent to the current American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q91-93), and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources.
