FY26005-RFQuote External Monitor For the Child Care Quality Program
I. Introduction:
Workforce Solutions Borderplex (WSB) is a regional government entity and non-profit organization established to act as an arm of the State of Texas in carrying out governmental workforce development functions. WSB is certified by the Texas Workforce Commission as the local workforce development board for six Far West Texas counties—Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio—within the Borderplex workforce region. WSB’s responsibilities include overseeing integrated workforce training, education, and related services and programs for the area.
WSB provides a wide range of assistance to job seekers—including youth, underemployed, unemployed, and displaced workers—throughout the six-county region along the U.S.–Mexico border from El Paso through Presidio County. Services include job search support, career counseling, training assistance, job preparation activities, placement services, and access to technology resources. WSB also supports qualifying families by providing childcare subsidies enabling parents to work, attend school, or participate in training programs. In addition, WSB assists employers with services such as assessment, pre-screening, recruitment, and testing.
WSB also supports the Child Care Quality (CCQ) program, which provides resources and initiatives to strengthen early childhood education and care throughout the Borderplex region. To ensure accountability, compliance, and continuous improvement, WSB is seeking an external monitor to conduct an annual independent review of the strategic planning and expenditure oversight of its Child Care Quality initiatives.
The selected consultant will review and assess current program operations and ensure compliance with applicable funding guidelines, including evaluating program expenditures and providing guidance on effective resource allocation. The goal is to enhance program outcomes, maintain fiscal accountability, and support continuous quality improvement in childcare services.
II. Project Overview:
WSB invites qualified individuals or firms to submit proposals to conduct an annual monitoring review of the Child Care Quality program.
The selected external monitor will evaluate compliance with Texas Workforce Commission (TWC) requirements, Workforce Solutions Borderplex (WSB) policies, and all applicable federal regulations. A comprehensive written monitoring report outlining findings and recommendations will be required.
