About this file

This is Bid Amendment No. 1 issued by the Texas Department of Criminal Justice (TDCJ) for solicitation IW239723 regarding fresh sliced bread delivery to the Dalby Unit. The amendment provides clarification on key solicitation requirements through a question-and-answer format. The solicitation encompasses an estimated total of 120,000 loaves of bread to be delivered on an as-needed basis through individual release orders issued by TDCJ after contract award. Bread must be fresh, sliced, no more than 72 hours old, and available in white or wheat varieties, with a minimum loaf size of 20 ounces. The original bid opening date was scheduled for February 17, 2026, at 3:00 PM. Vendors must provide racks and trays at no cost, with these items remaining on loan to TDCJ; the facility returns these items via the delivery truck or with subsequent bread deliveries. Bidders may suggest alternative delivery schedules, subject to TDCJ approval, and specific delivery hours will be provided at the time of order. Deliveries must occur during the unit's normal operating hours unless prior approval is obtained for deviations.

The amendment clarifies that actual delivery quantities and schedules will be determined after award and are not subject to minimum or maximum guarantees. Vendors should not propose fixed delivery schedules in their bids but may suggest preferred alternatives for TDCJ consideration. TDCJ confirmed that racks and trays have historically remained in good condition, and no significant damage or loss issues have occurred under current operational practices. The document does not provide pricing information for the bread products, noting that prior solicitation numbers would be required to access historical pricing data. Bidders must acknowledge receipt of this amendment in their bid submission to receive consideration.

Question No.

Question Answer

1 The solicitation lists an estimated total of 120,000 loaves and notes that orders will be issued on an “as needed” basis through individual release orders. Could you provide clarification on what a typical or expected delivery quantity is for the Dalby Unit on a standard delivery day?

As stated in the solicitation, on page four and page nine, orders will be based on unit quantities and usage.

The totals are estimates and should not be considered as a minimum or maximum that the Agency must order.

The amounts needed vary on an ‘as needed” basis. There is no typical amount or expected delivery date, as this will be determined after award.

2 Since vendors must furnish racks and trays at no cost, with these items remaining on loan to TDCJ , can the facility confirm whether it is able to return racks and trays in good condition consistently? If damage or loss occurs, how are those situations typically handled under current operational practices?

Typically, racks and trays are sent back with the bread truck after they deliver. The unit should not have an issue with returning the bread crates. If the delivery driver cannot take them because they don’t have room, the racks/trays are sent back with the next incoming bread delivery. TDCJ has not had an issue where the bread crates break or are damaged. They are usually sturdy.

3 What are the specific delivery hours for the Dalby Unit, and is prior approval required for any deviations from the unit’s normal operating hours ?

As per the solicitation, on page eight, unless vendor obtains prior approval by the unit, vendor may not deliver outside of the unit’s hours of operation. Also, on page eight of the solicitation, vendor may obtain hours of operation at the time of order.

4 Should vendors propose a preferred delivery schedule as part of the bid response, or will TDCJ issue a mandatory delivery schedule following award? The solicitation notes that alternate schedules may be suggested but must be followed once approved .

Per the solicitation on page eight, bidders may suggest an alternative schedule. The schedule is subject to approval by TDCJ. The deliveries will be scheduled after award.

5 Beyond the requirements that bread must be fresh, sliced, up to 72 hours old, and either white or wheat , are there any additional packaging, shelf-life, or labeling specifications that vendors should be aware of?

As per the solicitation, on page four, once an individual release is issued by TDCJ it will indicate quantity of item ordered and the delivery requirements.

Per the solicitation, on page nine, is the description of acceptable specifications.

7 Can you please tell us what Dalby Unit is paying for bread?

To provide this information a previous solicitation number is required.

8 And verify the size of the product being purchased.

The size of the bread loaves, as stated in the solicitation on page nine, is a minimum 20-ounce loaf.
