About this file

This document is vendor information guidance provided by the Texas Department of Public Safety (DPS) for submitting responses to solicitations through the DPS Online Bid Room platform. The document outlines the optional electronic submission process available to vendors, emphasizing that use of the Online Bid Room is subject to all terms and conditions specified in the solicitation package. Vendors are advised to carefully review the complete solicitation package, including all exhibits, before submitting responses. All questions regarding specific solicitation requirements must be directed to the point of contact identified in the solicitation package, and responses must be submitted in the form and manner described in the solicitation by the stated due date and time. Failure to adhere to submission requirements may result in disqualification of the bid.

The Online Bid Room access requires a two-step registration process: vendors must first register at the designated portal and may require up to two business days to receive login credentials via email, after which they can access solicitation opportunities and submit electronic responses. The document emphasizes that vendors should allow sufficient time for registration to meet submission deadlines, as late responses are not accepted. Vendors receive submission confirmation through the system upon successful electronic submission. The document notes that technical difficulties with the optional Online Bid Room system do not constitute grounds for protest of contract awards. Additional resources including a vendor tutorial, user guide, frequently asked questions, and contact information for technical support are made available to assist vendors in navigating the platform and submission process.
