About this file
This is Addendum 2 to a Request for Proposals (RFP) issued by the Teacher Retirement System of Texas (TRS) for Employee Assistance Program (EAP) services under Solicitation Number TRS000633. The addendum, issued on February 19, 2026, contains responses to 38 questions submitted by vendors regarding the solicitation requirements and clarifications. The EAP services must be provided to TRS employees and eligible family members across multiple Texas locations, with required capabilities including 24/7 phone-based counseling with multi-modality options (chat and text), assessment or referral within two calendar days for standard situations, a minimum of five counseling sessions per incident, on-site group facilitation and training sessions, and quarterly utilization reports with participant satisfaction surveys. The contractor must employ licensed professional counselors from at least six Texas state regulating agencies and staff possessing at least a master's degree in behavioral science. The proposal submission deadline is February 26, 2026, at 5:00 P.M. Central Time, with the contract effective date of September 1, 2026, for an initial two-year term through August 31, 2028, plus two optional one-year renewal periods.
Key clarifications provided in this addendum address staffing requirements, service delivery methods, and compliance matters. Respondents must provide licenses or certifications for available staff members and any contracted affiliate providers delivering EAP counseling; licensed professional counselor associates are not acceptable without proper licensure. Virtual/telehealth services are permitted for assessments and referrals, and the two-calendar-day assessment timeframe can be fulfilled through telehealth. Pricing should be based on the scope of work services rather than a specific employee headcount figure. All respondents must submit a HUB Subcontracting Plan regardless of whether they intend to subcontract, and any subcontractors performing work under the contract must be disclosed; operational subcontractors need not be replaced, but all must comply with VetHUB requirements when applicable. TRS has confirmed no incumbent vendor information, current utilization data, or cost history will be provided through the standard proposal process; such information is available only through formal Texas Public Information Act requests. Electronic signatures are acceptable on all proposal forms, and the AIAF form is required only if the proposal contains an Artificial Intelligence component.

27. The RFP states the following, “The HSP form and instructions for how to complete it may be accessed at: https://comptroller.texas.gov/purchasing/vendor/hub/forms.php. If a Respondent intends to subcontract any portion of Services to a subcontractor other than a certified VetHUB, Respondent must retain documentation reflecting that it conducted a solicitation as part of a good faith effort to locate a certified VetHUB to provide the Service.” Is this requirement applicable to book-of-business operational subcontractors such as after-hours call answer or does it only pertain to contract-specific subcontractors i.e. a subcontractor brought on specifically for the TRS contract. It is not feasible to overhaul our long-term operational subcontractors for one contract.
TRS Response: HUB Subcontracting Plan (HSP) requirements apply to any subcontractor performing work under this specific TRS contract as defined in Texas Administrative Code §20.282. Respondents are not required to replace operational subcontractors;
however, all subcontractors performing work under the contract must be disclosed in the HSP.
28. The RFP states, “Item 6: Respondent shall be able to provide at least one counseling services staff member licensed or certified by each of the following state regulating agencies and attach a copy of the actual staff member’s license or certification within the submitted proposal. Is this specifically for vendor staff or does it include contracted affiliate providers who will be providing EAP counseling sessions to members?

TRS Response: Any staff or contracted affiliated provider who provides EAP counseling services must be licensed.
29. The RFP states, “Contractor shall conduct a customer service satisfaction survey of all Participants utilizing the EAP services provided under the agreement. Contractor shall conduct the survey by means of a confidential comment card or similar survey instrument given to participants at the time the services are provided. The participant must have the option of submitting the survey instrument to someone other than the assigned counselor without inconvenience. The survey instrument must include space for comments about the quality of services by the individual who received them.
Information from the completed surveys must be included in the quarterly utilization report submitted to TRS and provide sufficient detail to permit TRS to routinely assess the level of participant satisfaction with the Contractor’s services.” Our current process is as follows: AllOne Health employs a comprehensive quality assurance plan to monitor program participation, service quality, and staff interactions. Our proactive approach ensures clients and their employees consistently receive the highest standard of care.
Members are invited to provide feedback throughout their engagement. For EAP counseling, with client consent, pre- and post-service surveys assess satisfaction, service quality, and clinical outcomes. For financial, legal, and work-life services, a work-life survey is sent 90 days after case initiation to confirm satisfaction and identify additional needs. We also conduct an annual customer survey (2024 results provided below). We maintain a structured grievance process to address concerns efficiently. Members may initiate grievances via our toll-free EAP line or their Client Relations Manager. Cases are reviewed promptly, beginning with the assigned manager and escalating if needed to the Executive Director, Regional Vice President, and ultimately the CEO/President. If the concern involves the client relations manager, the process begins with the Executive Director to ensure impartiality. Most grievances are resolved within one week, with urgent matters prioritized for resolution within 24–48 hours. If we cannot meet to exact requirements of TRS is that cause for elimination?
TRS Response: Requirements outlined should be met.
