About this file
This is Amendment No. 2 to an Invitation for Bid (IFB) issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for trash services at the Stiles Unit in Beaumont, Texas. The solicitation requests solid waste collection and disposal services consisting of four line items: rental of one 35-yard compactor, collection and transportation of waste from the compactor (123 hauling loads), rental of two 40-yard open-top containers, and collection and transportation of waste from the containers (83 hauling loads). Service is scheduled to commence March 1, 2026, with the initial contract term extending through August 31, 2026, followed by four one-year renewal options and one optional six-month extension. The original bid opening date of February 13, 2026 was revised to February 20, 2026. The TDCJ requires a quote for the March to August 2026 period with the option to renew for fiscal year 2027 from September 2026 through August 2027. Live Oak is identified as the current vendor. No site walk-throughs or copies of past invoices are available to bidders, and past reporting documentation will not be provided by the Department.
Bidders must submit all pricing as unit costs with delivery and installation expenses included and may request annual price adjustments during renewal periods based on CPI changes subject to TDCJ approval. Qualified bidders must demonstrate at least five years of experience in the trade, obtain commercial insurance coverage ($1 million general liability, $500,000 each occurrence, and $500,000 auto liability), and maintain TCEQ level class certification. All bids must be valid for 90 days, and contract award will be determined based on best value to the Department. Contract award will be made at the TDCJ's discretion, with the option to award to a single responsible bidder, reject all bids, or make no award. No specific set-asides or disadvantaged enterprise restrictions are applicable to this procurement.
