About this file

This is an Addendum #2 document issued by Texas State University for Competitive Sealed Proposal (CSP-754) concerning the Central Plant Controls Automation project at the San Marcos campus. The project scope encompasses a comprehensive upgrade to the existing Central Plant direct digital control (DDC) system, including replacement of outdated controllers, implementation of enhanced network architecture, and improvements to chiller water, condenser water, and ancillary plant systems while excluding steam production. The deliverable is fully automated chiller plant operations with preserved manual override capabilities. Respondents must submit two separate sealed packages by February 5, 2026, at 2:00 p.m.: one containing qualifications with signed execution of offer (one original and five copies plus one electronic USB copy), and another containing the Pricing and Delivery Proposal (two identical hard copies with original signatures). A non-mandatory pre-proposal conference and site walk occurred on January 20, 2026, with written questions due by January 30, 2026. Respondent names will be read aloud on February 5, 2026, at 2:00 p.m., and pricing proposals will be opened on February 13, 2026, at 2:00 p.m., with contractor selection anticipated by February 16, 2026, contract execution by February 23, 2026, and construction commencement on February 27, 2026.

The project is awarded as a lump-sum agreement with a total construction cost limitation of $700,000.00 and is evaluated based on 60 percent pricing and 40 percent qualifications. Payment terms are Net 30 days with a five percent retainage fee; liquidated damages are assessed at $500.00 per calendar day for delays beyond the Substantial Completion date. A mandatory HUB Subcontracting Plan is required, with failure to submit resulting in proposal rejection, demonstrating the University's commitment to historically underutilized businesses. Contractors must provide evidence of Workers' Compensation, Employer's Liability, Comprehensive General Liability, Builder's Risk, and Business Automobile Liability insurance prior to commencing work, and must submit performance and payment bonds in the amount of 100 percent of the contract price within ten calendar days of selection notification. The project architect/engineer is EEA Consulting Engineers, and all respondents must comply with Texas State University Construction Standards and prevailing wage rates as determined by Hays County, Texas.

Competitive Sealed Proposal Central Plant Controls Automaton

CSP # 754-Central-Plant-Controls-Automation-2026

SUBMITTAL DEADLINE: February 05 at 2:00 p.m. (C.T.)

Notice to All Respondents

The following is Addendum #2 to the Competitive Sealed Proposal ESBD Posting CSP-754-Central-Plant-Controls-Automation-2026 which was posted on January 14, 2026.

Prepared By:

Texas State University 151-2 E Sessom Dr San Marcos, TX 78666

Addendum #2 Issued 1/30/2026

I. Questions and Responses II. Exhibit A – Chiller 2 photos III. Exhibit B – Chiller 4 photos

Questions and Responses

1. Please confirm the existing butterfly valve manufacturer and model for:

• CHWS header isolation valve (CV-CHS-HDR)

• Condenser water header isolation valves (CV-CWS-HDR and CV-CWR-HDR)

Along with: stem type/dimensions (diameter/flat/square), rotation direction, required seating torque/close-off DP, existing gear/stop arrangement, and service clearances. This is needed to size/kit the Bray modulating actuators and anti-rotation hardware.

Response: Contractor to field verify existing valves to collect required information.

2. Drawings call for new EIG Shark meters (Model ENCSHK250-120-60-10-V2-D2- INP100S-P01S) at three chillers, with direction to re-use existing CTs/VTs if compatible.

Please provide existing CT/VT make/model/ration so we can verify compatibility or propose alternates if required.

Response: Contractor to field verify existing meter components to collect required information.

3. CT-4 makeup meter is Owner-provided; please confirm communications protocol (BACnet MS/TP vs BACnet/IP) and whether a network drop will be provided at the meter location.

Response: New meter protocol will be BACnetIP. The contractor is to provide a new BACnetIP network for the building as part of the project scope including all required drops and connections.

4. For CT-1/2/3, drawings call for replacing the makeup meter with Onicon FT-3100 + D- 100 (BACnet). Please confirm the desired BACnet transport (MS/TP or IP) and addressing convention for these meters. (Ref: Sheet M1.0 Keyed Notes #6 and #7; Sheet M2.3 notes on meters)

Response: Please provide BACnet IP.

5. Please confirm total quantity and wall locations for the new EPS devices and the required label verbiage. Also confirm whether any existing EPS perform non-CHW functions and should remail.

Response:

• Three (3) emergency pull stations (EPS) for chilled water plant shutdown are located on the Mechanical Floor Plan (see keyed note# 13 on sheet M1.0) at the west exit door, east exit door, and outside the plant control room. There are existing emergency pull stations (fire alarm, refrigerant leak/evacuate) at these locations.

• The controls contractor is to field verify and document the function of the existing pull stations, including associated hardwire interlocks and control sequence programming, in coordination with the Owner before construction.

Pull stations performing functions outside the project scope, including fire alarms, general evacuation alarms, and refrigerant leak emergency ventilation and equipment shutdown sequences are to retain the same functionality at the end of the project.

• Recommended identification verbiage for the new emergency chilled water plant shutdown EPS is “CHILLER PLANT SHUTDOWN.”

6. We will implement the 30-second operator reset window and staged plant shutdown sequence as described; please confirm this is the Owner’s desired behavior. (Ref: Sheet M1.0 Keyed Note# 13; Manual – General Plant Management “Emergency Pull Station”).

Response: That is correct. The EPS sequence with 30-second operator reset window and staged plant shutdown was specified by the Owner.

7. The design replaces legacy ΔP tubing with two individual pressure sensors (entering/leaving) installed in existing pipe pressure taps per chiller. Please confirm that these taps exist at each chiller, the thread type, and whether isolation valves are present. If taps are missing or unussolation valves are present. If taps are missing or unusable, please advise who will provide/perform the new hot taps and when. (Ref: Sheets M2.2/M2.3 Keyed Note# 1).

Response: Existing pressure sensor taps are to be used. Isolation valves exist on most or all taps. Contractor to field verify valving and tap dimensions and coordinate with Owner for chiller isolation and drain-down if required to replace or add tap valves.

8. Please confirm that the controls contractor is to prepare a commissioning process book with procedures, forms, and sign-offs, and advise if a third-party Cx agent will witness acceptance testing. (Ref: Manual-Controls commissioning/trending/training requirements).

Response: EEA is contracted by the Owner to provide commissioning oversight including participation in factory acceptance testing and review of control system point to point checks. EEA will write functional test procedures and perform functional testing with assistance from the Controls Contractor after the system has been fully tested and verified functional by the Contractor. The Contractor is to provide start-up and commissioning support services for all new systems and equipment per MEP General Conditions note# 30 on Sheet MEP0.

9. Can we get nameplate pictures from the VFDs along with CH-2 and CH-4?

Response: The existing pump and cooling tower fan VFDs are manufactured by Yaskawa.

Please refer to photos in Exhibit A

Chiller CH-2 is a York model YKX7W9K7-DHHS, 4160V/3ph, 263 MCA based on record document information. Please refer to photos in Exhibit A

Chiller CH-4 is a York model YKZ4Z4K7-DJGS, 4160V/3ph, 249 MCA. Please refer to photos in Exhibit B

Please note that power for all VFDs is measured by the VFD and will be read through the BACnet interface for monitoring by the control system. Likewise, power for chillers CH-2 and CH-4 is measured by the factory-installed chiller controller and will be read though the BACnet interface for monitoring by the control system.
