About this file
This Addendum 3 document pertains to Request for Bid (RFB) 2026-002 issued by the City of Waco, Texas, through its Purchasing Services department for painting airfield runway markings at Waco Regional Airport. The project encompasses the preparation and painting of centerline markings, enhanced centerline markings, and hold position markings for Taxiways A, C, B3, and an additive alternate for Taxiway B, with all work required to comply with Title 14 FAR Part 139 and FAA Advisory Circular standards. A pre-bid meeting was scheduled for January 20, 2026, at 10:00 a.m. at Waco Regional Airport Conference Room, with bidder questions due by January 30, 2026, at 5:00 p.m. Central Time. Sealed bids are due February 13, 2026, at 2:00 p.m. Central Time, with bid opening immediately following at 2:01 p.m. via Zoom video conferencing. The work must be completed within 21 working calendar days from the Notice to Proceed, with work preferably scheduled during regular daytime business hours Monday through Friday from 8:00 a.m. to 5:00 p.m. The tentative award decision is scheduled for March 2026.
Bidders must submit bids through the City of Waco's Bonfire portal or via physical delivery consisting of one electronic copy and one original plus two copies, accompanied by a 5% bid bond payable to the City of Waco. Prevailing wage rates apply to this public works project, and contractors must comply with all applicable federal and state employment laws, provide proof of workers' compensation insurance, and obtain required City permits at no cost to the City. Prices must be submitted net of federal excise and Texas sales taxes. Performance bonds are required for contracts exceeding $100,000, and payment bonds are required for contracts exceeding $50,000, with a liquidated damages fee of $950.00 per day applying for contract delays. Bidders must provide three airport references and demonstrate qualifications through compliance documentation. No specific contract value or budget is disclosed; however, bonding requirements suggest the potential contract value may approach or exceed $100,000, which would require City Council approval.

Addendum 3
• What type of paint and beads are required for this project? Specific type of each will allow all bids to be accurate and competitive.
Paint Color Specifications, Requirements for Surface Preparation, Paint Application Rates and Methods, and Requirements for Preformed Thermal Plastic Markings. AC 150/5370-10 provides the paint color specifications, requirements for surface preparation, paint application rates, the various methods for applying paint, and the performance requirements for using preformed thermoplastic markings.
• Are you looking for surface prep to be accomplished by waterblasting? If so, will the blaster be allowed to prep all areas prior and have the painting crew to follow for full access to the markings?
Method of removal/ preparation is up to the contractor as long as it meets the requirements of preparation as outlined in 150/5370-10H.
It is preferred to do it in sections to avoid prolonged periods of missing markings however, the airport has flexibility and will allow larger sections of centerline to be done concurrently. Hold position markings shall not be left unmarked overnight.
• When referencing the "hold position markings" in the SOW, is the request to price the Hold Short-lines or the Holding Position Sign (red w/ white numbers)? Or is the request for bidding areas referencing both short-lines AND position signs?
As written, the bid is for “Runway Holding Position Marking” and not “Surface Painted Holding Position Signs”
• Are any of the markings required new, or all restripe?
All painting is over existing markings. No new layout required.
• When were the existing markings last painted?
Exact date is unknown, but they are believed approximately 5-7 years old
• Will there be a staging area provided for the contractor? If so, is it within the secured airfield area?
A staging area is available inside the Secured Area of the airfield.
• Is water available on site?
Yes. Water is available nearby.
• Any restrictions on work hours- specifically at night?
Night work is acceptable to the airport.
• We are coordinating with our suppliers to finalize material pricing for this project and would like to confirm the acceptability of the following paint products for use on this scope of work:
