About this file

This is a Questions and Answers document for Solicitation 2601-001 issued by Travis County Healthcare District dba Central Health, a healthcare organization serving the Austin, Texas area. The RFP seeks a vendor to conduct a comprehensive Community Health Needs Assessment (CHNA) that will inform Central Health's 2026-2030 Strategic Plan. The project encompasses both quantitative and qualitative components, including secondary data analysis, 4-6 focus groups (with at least one conducted in Spanish), 20-25 key informant interviews with providers and stakeholders, community conversations, and surveys targeting community members and providers with oversampling for vulnerable populations (those under 200% of the Federal Poverty Level and racial and ethnic minorities). Central Health will facilitate introductions and warm handoffs for engagement activities. The work is anticipated to involve a combination of virtual and in-person activities across Travis County and the CommUnityCare HRSA service area, with additional high-level analysis of the 11-county trauma catchment area. Deliverables are structured in phases with draft components due October 31, 2026, and include sections covering health status, social determinants of health, implementation strategies, and an evaluation framework for measuring the CHNA's future success. The proposal submission deadline required vendors to respond through the BidNet platform, with awards anticipated around the proposal expiration date.

The contract is structured as a fixed-price, fee-for-service engagement with pricing broken out by the four main components of the CHNA. Central Health does not disclose budget ranges and requests vendors provide their own proposed budgets; however, vendors must include translation and interpretation costs in pricing for in-person qualitative events and the initial survey. The incumbent vendor is Guidehouse. Vendors must comply with Austin's living wage requirements and are expected to make good faith efforts toward HUB (Historically Underutilized Business) participation, though no specific minimum participation targets or set-asides are mandated. Non-HUB vendors may participate. Central Health will provide the 2024 Demographics Report, FY25 Annual Report, prior CHNA documents, and HIPAA-compliant aggregated data upon request; vendors are responsible for survey tool development, recruitment oversight, and providing Central Health analysts access to collected data for validation. Vendors should budget for their own software licenses (such as ArcGIS and NVivo) and may not offer participant incentives such as gift cards due to federal and state fraud and abuse law compliance concerns related to Medicare billing. The contract will involve regular coordination with a core group of Central Health and CommUnityCare subject matter experts meeting weekly, plus at least two presentations to the Central Health Board of Managers and one to the CommUnityCare Board of Managers.

Q35 Question: RFP 2601-001

The RFP mentions that the CHNA will be incorporated into the Central Health 2026-2030 Strategic

Plan. Has that strategic planning effort already been initiated (such that the CHNA process must be integrated with it), or will the strategic planning process follow sequentially after the development of the

CHNA?

Answer: Central Health is embarking on a new Strategic Plan, distinct from the current Healthcare

Equity Plan, in a separate solicitation. The Strategic Plan solicitation has not yet been released.

Anticipated timing for the Strategic Plan will be shared in that solicitation's statement of work.

02/03/2026

Q36 Question: RFP 2601-001

There is a significant amount of new healthcare investment (recruitment, construction) occurring in the

11-county service area. The RFP asks for both an analysis of access to existing Central Health provider network, and an evaluation of other providers serving the low-income population in this catchment area.

Should that be based on capacity that already exists in the 11-county market, or is the consultant expected to extrapolate for new capacity/access points which are in the process of being added to the market?

Answer: Extrapolation for new capacity/access points is ideal, if those data are available.

02/03/2026

Q37 Question: RFP 2601-001

There is no mention of HR1/OBBBA and other policy changes being adopted by this administration, which are likely to have a significant impact on the number of residents who might need access to

Central Health’s services over the next five years. Is the consultant expected to support Central Health leadership with this analysis?

Answer: The full guiding framework for the CHNA is based on the updated 2025 University of

Wisconsin Population Health Institute Model of Health, which includes "Societal Rules" and "Power" as components of the model, so the impact of HR1/OBBBA would be captured in this part of the CHNA analysis.

02/03/2026

Q38 Question: RFP 2601-001

Answer: Central Health will ideally facilitate introductions and warm hand-offs. It is expected that at least one focus group will be conducted in Spanish. We anticipate a need for 4-6 focus groups, to achieve code and meaning saturation (in combination with community conversations, interviews, and surveys). We will support with warm handoffs in Spanish. Please include translation and interpretation in the proposed budget for the in-person qualitative events (e.g., focus groups, key informant interviews, community conversations) and the initial survey, not including translating survey responses.

Q40 Question: RFP 2601-001

What kind of surveys are these/what data will we have access to? Along these lines, what other internal

Central Health datasets will be available to the selected vendor and when in the project timeline will access be granted?

Answer: The surveys will inquire about health perceptions and social determinants of health amongst our community members. Central Health will provide the 2024 Demographic Report, FY25 Annual

Report, and prior years' CHNA. Additional internal data should not be needed to perform a community-facing CHNA.

02/03/2026

Q41 Question: RFP 2601-001

Will Central Health staff facilitate introductions and warm hand-offs for each stakeholder/provider?

Approximately how many provider entities will be assessed?

Does Central Health have a web-based survey platform that should be utilized for these surveys? Is there an expectation as to the volume of surveys per stakeholder subgroup?

Answer: Surveys will be distributed to community members and providers, and should include oversampling considerations for vulnerable populations (Individuals under 200% FPL, racial and ethnic minorities, etc.). The vendor should plan to use their own survey tool and provide Central Health analysts access to the collected data for validation.

02/03/2026

Q43 Question: RFP 2601-001

Answer: Flat rates per deliverable, fully loaded.

02/03/2026

Q44 Question: RFP 2601-001

For Exhibit B, Pricing Sheet, I understand that the cost needs to be broken out in four components.

Within each component, what level of detail is needed, and how would you expect that to be presented?

For example, would you expect broad categories (wages/salaries/fringe, capital expenses, other direct expenses, indirect expenses)?

Or would you expect budget line-level detail (for example, position/salary/% labor allocation for each of the project personnel)?

Answer: No additional detail is required. If you think additional detail would help to clarify your pricing, you are welcome to include it.

02/03/2026

Q45 Question: RFP 2601-001

Was there a video recording of the pre-proposal conference? If so could you share a link?

Answer: Yes. Any survey instruments, including survey design, distribution, data collection, and post-survey analysis would fall under the qualitative component of the CHNA (page 20: “Conduct additional surveys to gain better understanding of system strengths and weaknesses”).

02/03/2026

Q66 Question: RFP 2601-001

On page 20 of the RFP, does the qualitative component refer to primary data collection through community engagement, key informant interviews, and focus groups?

Answer: Yes. The qualitative component refers to primary data collection through community engagement, key informant interviews, focus groups, and surveys (including random, purposive, or other sampling methodology as needed).

02/03/2026

Q67 Question: RFP 2601-001

Is this considered to be part of qualitative research?

Answer: Yes, an overall resident sample frame is desired. This is categorized under qualitative research because community surveys used in CHNAs typically consist of questions which collect open-ended (qualitative) data and Likert-scale data (pseudo-quantitative ordinal numbers assigned to qualitative, subjective attitudes, opinions, or perceptions).

Q68 Question: RFP 2601-001

For the pricing sheet, where should the costs associated with project launch, the final report, and regular project management hours be allocated?

Q69 Question: RFP 2601-001

Is it permissible to include participation incentives in the form of gift cards for residents?

Answer: Because Central Health is able to bill Medicare, we must be mindful of federal and state fraud and abuse laws, including restrictions related to patient inducements. As a result, we are unable to offer or sponsor incentives that could be perceived as influencing a patient’s decision to participate in services or programs. Gift cards, particularly those that function as cash equivalents, generally present a higher compliance risk and are typically not permitted without prior review and approval.

Can you elaborate on the expected deliverables under Implementation Strategies (section 9) and

Evaluation Framework (section 10). Is Section 10 a proposal of how to evaluate the potential strategies identified in 9?

Answer: For Section 9 Implementation Strategies, this is a typical CHNA component, which the Central

Health System team currently expects to focus on alignment and gaps in strategy. For Section 10

Evaluation Framework, the Central Health system team currently expects this to include measures and methods that the vendor, in conjunction with Central Health System subject matter experts, recommends using to evaluate the success of the CHNA in future years. As addressed in the statement of work, the outline provided is tentative and will be discussed and mutually agreed upon post-contract execution.
