About this file

This exhibit from the Texas Department of Public Safety (DPS) provides vendor instructions for submitting responses to state solicitations through the DPS Online Bid Room system. The document outlines the optional electronic submission process for solicitation responses related to DNA Testing Kits. Vendors interested in responding must complete a two-step registration process: first registering as a vendor at the DPS Online Bid Room portal (https://texasdps.appianportalsgov.com/vendor-management), which can take up to two business days for credential issuance, and then using those credentials to access and submit responses electronically. All responses must be submitted in the form and manner specified in the complete solicitation package on or before the stated response due date and time. The document emphasizes that failure to adhere to solicitation requirements may result in disqualification and that late submissions are not accepted.

The exhibit clarifies that use of the DPS Online Bid Room is optional and subject to all terms, conditions, and affirmations contained in the solicitation package. DPS provides multiple resources to assist vendors, including an Online Bid Room Vendor Tutorial, Vendor User Guide, Frequently Asked Questions, and dedicated vendor support contact information. Vendors are advised to allow sufficient time for the registration process before the response deadline. The document explicitly states that technical difficulties or delays related to optional use of the electronic bid room do not constitute grounds for protesting a contract award. Submissions made through the system receive automatic confirmation, and no additional receipt confirmation is required.
