About this file

This is Addendum No. 3 to a Request for Qualifications (RFQ) issued by The University of Texas System Administration Office of Capital Projects for comprehensive commissioning services under RFQ No. OCP COM-26. The amendment, issued January 27, 2026, clarifies requirements and addresses respondent inquiries regarding the solicitation. Responses are due February 5, 2026, at 2:00 PM and must be submitted to the Office of Capital Projects at 210 W. 7th Street, Austin, Texas 78701. The RFQ seeks qualified firms to provide total whole-building commissioning technical and procedural leadership throughout all project phases, including Owner's Project Requirements (OPR) development, programming, design phases, construction, acceptance, and warranty periods. Respondents are expected to oversee and provide comments on the commissioning plan developed by the contractor, with capability to develop a commissioning plan independently if necessary. Exhibit A, the draft technical agreement for indefinite scope of services, was made available as part of Addendum No. 1 issued January 13, 2026, and respondents must provide a statement of willingness to accept the contract terms as written.

Respondents must submit a minimum 40-page response, with examples of select deliverables including reports, checklists, and scripts counting toward the page minimum. If awarded, successful respondents must demonstrate a qualified quality assurance and quality control (QA/QC) process for accessing owner data and provide generic examples of cybersecurity insurance coverage for similar clients. While the RFQ indicates that not less than $10,000,000 in cybersecurity insurance coverage per wrongful act may be required, this requirement will be negotiated fairly and adopted by agreement if determined necessary. Respondents must be HUB-certified and should direct questions regarding the HUB Subcontracting Plan (HSP) preparation to Kyle Hayes at the UT System HUB Office (512-322-3745 or khayes@utsystem.edu). Questions received on or after January 26, 2026, will not be answered during the solicitation phase. All proposals must include an acknowledgment of receipt of all applicable addenda.

ADDENDUM No. 3

The following information is issued to change, clarify, supplement, or further explain the above referenced RFQ. This information shall supersede and take precedence over the information contained in the RFQ in the event of a conflict.

Note - Any questions received on and after January 26, 2026, will not be answered during the solicitation phase.

Contact Kyle Hayes with UT System HUB Office (o: 512-322-3745 or khayes@utsystem.edu) for any questions regarding the preparation of the HSP.

In response to written inquiries, the following clarifications are issued:

Question #1: Section 2.4.6 of the RFQ indicates that "UT System will require not less than

$10,000,000 of coverage per each wrongful act" in regard to cybersecurity insurance coverage. Will this $10M requirement be added to Article 14 "Insurance" of the Commissioning Service Agreement, or included in the Agreement in some other way?

Response #1: To clarify- as stated in section 2.6.4 - the respondent is to describe their QA/QC process if accessing Owner’s data and to provide generic examples of cybersecurity insurance coverage/position for other similar Owners. If it is determined that this type of coverage is needed from a successful respondent, the scope will be negotiated fairly and adopted by agreement (added to the contract).

Question #2: Will report, checklists, script etc. examples be counted toward the 40pg minimum requirement?

Response #2: Yes, the examples of select deliverables will count toward the 40-page limit. As noted, the examples can be reduced in size. We are looking to get an idea of what deliverables would look like from a vendor.

Question #3: Section 1.3.9.2 (Page 6) states, "Provide guidance in the development of a commissioning plan and if necessary, develop a commissioning plan." Please clarify if the Respondent is expected to develop the commissioning plan or primarily provide guidance on its development?

Response #3: To clarify- Per section 1.3.1 - the expectation is that the vendor will provide total/whole building commissioning technical and procedural leadership during all project phases, (Including but not limited to OPR, Pre-Programming, Programming, BOD, Schematic Design, Design Development, Construction Documents, Construction, Acceptance, and Warranty). Successful Respondents shall oversee and provide comments to the Commissioning Plan developed by the Contractor. However, there could be a situation

RFQ NO. OCP COM-26 - ADDENDUM NO. 3 PAGE 3 OF 4 01/27/2026 ISSUANCE

where development of a commissioning plan will be necessary and section 1.3.9 states that the vendor shall have qualified personnel to perform this task if needed.

Question #4: Section 2.1.4 (Page 10) asks Respondents to "Provide a statement of willingness to accept the terms and conditions of the contract attached as Exhibit A as written."

However, Section 5.1 (Page 3 and 20) notes that "Exhibit A: Draft Technical Agreement for Indefinite Scope of Services" is "Agreement to be provided by Addendum." Please clarify when Exhibit A will be made available for review

Response #4: Exhibit A was made available as part of Addendum No. 1, issued January 13, 2026.
