Questions and Answers Addendum for RFP #100 BKEHR
This Questions and Answers Addendum supports RFP #100 BKEHR for an Electronic Health Record System implementation by Burke Center, a Texas state-designated mental health and intellectual and developmental disabilities local authority. The RFP seeks a comprehensive EHR solution to support Burke's operations across nine residential/inpatient facilities and 13 outpatient clinics serving 13,500 active patients annually. The system must accommodate approximately 600 licensed users with 220 concurrent users, including 50-60% mobile staff, and support 37 prescribers (approximately 20 of whom prescribe controlled substances). Key operational metrics include 361,000 annual encounters, 132,000 annual scheduled appointments, and 340,000 annual claims volume. Vendor demonstrations are scheduled virtually for approximately one hour during February 9-13, 2026, with proposals due February 2, 2026 at 3:00 p.m. Burke's anticipated contract performance period begins May 30, 2026, with a go-live date to be determined based on project needs, with Burke's current goal of 12-18 months. The contract term runs through May 30, 2028, with potential two-year renewals not to exceed four years total.
Burke's current EHR vendor is Netsmart's myAvatar system, which Burke is transitioning away from. Burke currently interfaces electronically with CPL and Quest laboratories (650-700 monthly volume) and processes approximately 2,500 invoices monthly and 2,000 monthly eligibility checks. The agency operates an in-house pharmacy but does not currently use a Pharmacy Information System, medication dispensing system, or Medication-Assisted Treatment dispensing. Burke utilizes Netsmart's Bells AI product for AI solutions and currently employs a patient portal for client visibility into records and appointments, document exchange, and refill request management. The agency does not currently use appointment reminder functionality or patient self-scheduling. Data migration services from the legacy system will require external resources, and Burke prefers nightly incremental data pushes to its current SQL-based data warehouse using Microsoft Power BI. The specific budget for implementation and subscription costs will be reviewed during contract negotiation and cannot be disclosed at this time.
