FINANCIAL ADVISORY SERVICES FOR TEXAS ECONOMIC DEVELOPMENT
BANK PROGRAMS AND RELATED MATTERS
Addendum 1
1. QUESTION: Given the recent changes to the HUB program, can you confirm that the HSP is still a requirement for this solicitation?
The OOG confirms the HSP is a requirement for this solicitation, please refer to Section
3.5.12 of Part C of the solicitation. Additional guidance published by the CPA on this subject can be found here: https://comptroller.texas.gov/purchasing/vendor/hub/hub-faq.php.
2. QUESTION: And if so, is there a participation goal set for subcontracting to a certified veteran business?
If Respondents will not be entirely self-performing and will be subcontracting, Respondents are encouraged to use the percentage goals that were previously in place prior to the Texas Comptroller's December 2, 2025, emergency rulemaking. Specifically, the VETHUB goal for this procurement for services is 26.0%.
