About this file

This document is a vendor exhibit from the Texas Department of Public Safety (DPS) explaining the optional use of the DPS Online Bid Room for submitting solicitation responses. The exhibit provides procedural guidance for vendors interested in responding to solicitations, though it does not detail specific products, services, quantities, or contract terms. The document emphasizes that use of the DPS Online Bid Room is voluntary and subject to all standard solicitation requirements and terms and conditions. Vendors must adhere to the specific forms and methods of delivery identified in the complete solicitation package, and failure to comply may result in disqualification. Responses must be submitted by the deadline specified in the solicitation package, with the understanding that late submissions are not accepted regardless of technical difficulties encountered through the online platform.

The vendor registration process involves two steps: initial registration at the DPS vendor management portal, which may take up to two business days to receive credentials, followed by login and access to review opportunities and submit responses electronically. The document advises potential bidders to allow sufficient time for the registration process to meet submission deadlines and provides links to supporting resources including a vendor user guide, frequently asked questions, tutorial videos, and contact information for technical support. Vendors are notified that technical difficulties with the DPS Online Bid Room do not constitute grounds for protesting a contract award, and that electronic submission confirmations through the system serve as proof of receipt, with no additional confirmation required.
