About this file

This is an Addendum 1 document issued by Hays Consolidated Independent School District (HCISD) located in Kyle, Texas, for an E-Rate Category 2 bid (06-122501AS). The addendum clarifies technical specifications and requirements for network switch equipment, specifically addressing Multiwavelength (MW) models and access switches. The original bid opening was scheduled for January 15, 2026, at 11:00 a.m. CST, but has been rescheduled to January 22, 2026, at 11:00 a.m. CST. HCISD reserves the right to reject any responses that do not include a signed acknowledgment of this addendum with the submission.

The addendum provides five clarifications regarding technical specifications: MW models may meet or exceed 802.3bt requirements by delivering 90W across all access ports; 24-port access switches are acceptable equivalents to 12-port 4220 MW models if they meet physical dimensions and support IEEE 802.1aq standards and are not stacked; 5G and 10G multigig access ports are acceptable where supported, though 10G is not necessary; minimum uplink speeds should be 25G for most switches with exceptions allowing 10G minimum for 4220 switches; and redundant or dual power supplies are not permitted for access switches due to E-Rate rules. Vendor acknowledgment of receipt and signature of the addendum is mandatory for bid consideration.

ADDENDUM 1

DATE: 12/18/2025

BID: 06-122501AS E-Rate Category 2 Open: January 15, 2026 @ 11:00 a.m. CST

NOW OPENING: JANUARY 22, 2026 @ 11:00 a.m.

Disclaimer: HCISD reserves the right to not accept and evaluate responses that do not include a signed Addendum.

1. For MW models, is it acceptable to meet or exceed the 802.3bt requirement by delivering 90W across all access ports rather than a fixed subset? This is ok, but not necessary

2. Is a 24 port access switch acceptable as an equivalent to the 12 port 4220 MW model if all power, speed, and uplink requirements are met or exceeded? Also, will any of the 4220 switches be stacked with other switches? As long as the switch meets the same physical dimensions of the 12 port 4220. They will not be stacked, but have to support IEEE 802.1aq standards.

3. Are 5G and 10G multigig access ports acceptable or preferred where supported by equivalent platforms? 10G is not necessary

4. Should we assume 10G as the minimum uplink speed, or is 25G or higher acceptable or preferred? Minimum 25G uplinks, with exceptions on the 4220 switches at 10G uplink minimum

5. Are dual or redundant power supplies required for all access switches? Per E-Rate rules, we cannot do redundant power supplies.
