About this file

This document is a Questions and Answers addendum for RFP No. 26-1378, issued by the Brazos River Authority (BRA) in McLennan County, Texas, for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract focused on bridge load rating analyses at DeCordova Bend Dam. The scope of work includes reviewing existing documentation, conducting site visits, performing nondestructive testing, and executing comprehensive load rating analyses in accordance with AASHTO standards and TXDOT guidelines. The project encompasses three primary spans of interest: a typical ramp span, a typical spillway span, and the low-flow span. The IDIQ contract includes potential scope item for providing third-party expert opinions for load rating analyses of other facilities throughout the Brazos River basin. Proposals were due by January 14, 2026 at 10:00 AM, with a virtual proposal opening scheduled for 11:00 AM the same day. The contract term is one year with potential renewal for four additional one-year periods, for a maximum five-year engagement. Site visit coordination will be provided by BRA, with no specific safety training certification required for routine inspections.

Compensation will be structured on a time-and-materials basis with individual Service Orders negotiated for scope and fees, subject to BRA approval of hourly rates. The RFP explicitly prohibits pricing information in proposals, with automatic disqualification for submissions containing pricing details. No minimum HUB subcontracting requirements are mandated for this solicitation, though HUB requirements current at the time of opening will be applied. Tab A and Tab C requirements apply only to the Prime Respondent, not subconsultants. Testing methods, certifications, and specialized equipment requirements are undetermined at this time. BRA will provide all existing documentation available upon request, though gaps in data may exist, requiring the selected firm to exercise professional judgment regarding additional field verification needs. Comprehensive insurance requirements include General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($1,000,000 per claim), Workers' Compensation (statutory levels), and Automobile Liability ($1,000,000 per claim/aggregate).

Answer: No, that is not included.

12/16/2025

Q15 Question: Number of Bridges

How many bridges require load rating in this RFP?

Answer: There are three primary spans of interest: a typical ramp span, a typical spillway span, and the low-flow span.

12/16/2025

Q16 Question: Point Allocation

Can you provide the weightage or point allocation for each evaluation criterion (Firm Experience, Team

Qualifications, QC Methodology, Schedule/Manpower)?

Answer: BRA typically does not specify weighted percentages for evaluation criteria in an effort to encourage respondents to propose innovative, creative solutions rather than focusing on heavily weighted sections.

12/16/2025

Q17 Question: Scope Questions

Do your properties testing typically require destructive testing? Are your plans available for reference?

Is the model a BrR file? Or are you wanting to do a finite analysis model? Is there a specific software you're looking at for the model, and what are you wanting the model to do?

Does the dam have any specific equipment that needs to be rated for that doesn’t follow typical

AASHTO guidelines?

Answer: Please see answers to questions #3and #5. BRA prefers a field verified finite analysis model.

The model should adequately represent the existing bridge deck configuration and conditions and should be suitable for use in load rating analyses.
