About this file
This is a mandatory price sheet for RFP No. 304T-26-961M1 issued by the Texas Comptroller of Public Accounts Statewide Procurement Division for statewide travel agency services. The solicitation requests pricing proposals from vendors to provide comprehensive travel booking and related services to Texas state agencies. The price sheet contains four worksheets requiring respondents to submit pricing for: domestic and international airline tickets, car rentals, rail tickets, bus tickets, combination bookings, group tickets (defined as 10 or more tickets for the same origin, destination, and travel dates), ticket exchanges, ticket refunds, group and meeting planning services, after-hours service assistance, and VIP customer service line access. Respondents must provide pricing for three service delivery models: full-service booking, online booking, and processing-only services for travel management companies. Historical data from October FY21 through May FY25 shows total statewide spending of $76,014,737.48 across 244,658 transactions, with 96 percent representing full-service bookings, 3 percent online bookings, and 1 percent processing-only services.
Respondents must complete all pricing cells highlighted in blue and enter "$0.00" for no-cost services or "N/A" for unavailable services; modifications to other cells may result in proposal disqualification at the sole discretion of the evaluation team. The historical transaction data provided is for reference purposes only, and the Texas Comptroller of Public Accounts does not guarantee any specific volume or dollar amount. Bidders may also submit alternative pricing proposals on a designated worksheet if they believe structural adjustments would achieve optimal pricing and service levels, though completion of the standard pricing grid remains mandatory for responsiveness. Respondents with questions should contact Monica Suarez at Monica.Suarez@cpa.texas.gov or 512-463-9498. The historical data reflects usage patterns across numerous Texas state agencies, with significant volume from the Department of Family and Protective Services (89,178 airline transactions), Department of State Health Services (12,605 car rental transactions), and various SmartBuy member agencies (27,459 combined transactions).
