About this file
This addendum document serves the Edwards Aquifer Authority (EAA) in Texas and provides clarification for RFQ 003-25-EXE regarding Legislative Consulting Services. The RFQ seeks qualified firms to provide legislative representation and consulting services focused on water resources, environmental and natural resources, and government affairs matters at local, state, and federal levels. The original solicitation requires comprehensive submissions detailing firm experience, including a firm resume, relevant background description, qualifications assessment, and a mandatory conflict-of-interest certification. Submissions are due by 3:00 p.m. Central Time on December 10, 2025, with the RFQ scheduled to close on that date. The procurement is structured as a two-year contract with potential renewal options for two additional two-year periods, and the EAA will develop a short list of qualified firms for subsequent interviews following the initial submission review.
Addendum 1, issued November 26, 2025, addresses bidder questions regarding submission requirements. The EAA clarified that firm resumes should include company overview information such as years in operation, office and headquarters locations, mission statement, and areas of legislative focus, along with staff profiles highlighting relevant backgrounds in lobbying, government, law, and natural resources expertise. The assessment of qualifications submission should address what makes the firm the best choice to represent the EAA's legislative goals and objectives, including the firm's working relationships with state legislators, collaboration approach with the EAA, and monitoring capabilities. Electronic submissions are required through BidNet Direct or physical submissions to Ms. Shelly Hendrix at EAA offices in San Antonio, Texas. The EAA strongly encourages submissions from minority-owned and women-owned businesses and welcomes joint ventures and subcontracting opportunities with such firms.
