About this file

This document contains submission instructions issued by the Texas Department of Criminal Justice (TDCJ) for respondents to a solicitation related to installing a water conservation system at the McConnell Unit. The instructions specify that all submissions must be completed electronically through the Euna Procurement (Bonfire) portal at https://tdcj.bonfirehub.com, with respondents required to register prior to submission. The portal supports Microsoft Edge, Google Chrome, and Mozilla Firefox with JavaScript and cookies enabled. Vendors are advised to allow at least one business day for uploading large files due to potential processing delays based on file size and internet speed. All requests for additional information regarding solicitation specifications must be submitted through the electronic bid system by stated deadlines, and respondents are responsible for monitoring the system for any posted amendments issued via Public Notice.

Respondents may withdraw and resubmit responses at any time prior to the advertised due date and time, after which all responses become final, conclusive, and irrevocable with no opportunity for amendment or correction. The document emphasizes that it is the sole responsibility of respondents to ensure that response documents successfully arrive before the deadline, regardless of organizational capability to submit online. TDCJ recommends that respondents verify successful submission by checking for a "Submission Complete" notice from Euna Procurement and reviewing uploaded documents before the close date, as no changes are permitted after the deadline. Technical assistance is available through Euna Procurement's support team at support.bonfire@eunasolutions.com and via their Vendor Knowledgebase.

Submission Instructions and Information

1. Submissions must be submitted electronically via the Euna Procurement (Bonfire) portal.

Respondents must register at https://tdcj.bonfirehub.com to access the portal, which supports Microsoft Edge, Google Chrome, and Mozilla Firefox with JavaScript and cookies enabled.

Submissions must be uploaded, submitted, and finalized before the posted due date. Uploading large files may take time, depending on the size and internet speed, so it is strongly recommended that vendors allow at least one business day to complete the process.

2. Any requests or questions for additional information pertaining to the solicitation specifications shall be submitted through the electronic bid system. Requests or questions must be submitted by dates indicated on the solicitation.

3. All amendments will be issued via Public Notice on the electronic bid system. It is the respondent's responsibility to obtain any amendment that pertains to a solicitation. Please check regularly for any posted amendments.

4. If a respondent requests to withdraw a response, the respondent may resubmit, or submit a new response, up until the advertised due date and time. All responses in the possession of the TDCJ at the due date and time shall be deemed final, conclusive, and irrevocable, and no proposal shall be subject to amendment or correction after the due date and time for submission.

Submission

It is recommended that once you have completed your final submission and received a notice status of “Submission Complete” from Euna Procurement, you access your account again and review the documents to verify that the correct content has been provided. Once the close date has passed, you will not have an opportunity to change any of the submitted documents.

All responses must be SUCCESSFULLY submitted before the due date and time regardless of your organization's ability to submit responses online. It is the respondent's sole responsibility to ensure that response documents successfully arrive before the due date and time.
