Solicitation Summary: IW232098
This is an Invitation for Bid (IFB) issued by the Texas Department of Criminal Justice (TDCJ) for the establishment of a blanket purchase order for the procurement of animal feed. The solicitation seeks bids for 21 line items encompassing various feed products including ground limestone, premix cage layer feed (medicated and non-medicated), swine finisher base mix, bulk liquid feed for beef cattle, grower basemix for pigs, mixed feed, soy hull pellets, equine balancer, cattle minerals, sow gestation and lactation premixes, nursery and starter basemix for pigs, feed oats, cottonseed hulls, and yellow corn. Estimated quantities range from 12 tons to 8,500 tons per line item, with deliveries required to multiple TDCJ units across Texas. The solicitation was issued on November 6, 2025, with a response deadline of November 25, 2025 at 3:00 PM Central Standard Time. The deadline for written questions is November 12, 2025 at 10:00 AM, with estimated responses by November 17, 2025. No site visit or bidders' conference is scheduled. The contract term extends from the award date through August 31, 2026, or until the Comptroller of Public Accounts issues a new Managed Term Contract 325-M2, whichever occurs first, with an option for the Department to extend the term by written notice within 10 days prior to expiration.
Pricing must be submitted as firm, all-inclusive unit prices with delivery included under F.O.B. Destination terms. Lines 1-18 and 20 utilize firm pricing with escalation provisions allowing annual price adjustments based on Bureau of Labor Statistics indices specific to each product category. Lines 19 and 21 (oats and corn) employ CBOT-based pricing with a contractor constant added to the monthly closing price. Minimum qualifications require respondents to possess valid Texas Feed and Fertilizer Control Service licenses for certain commodities and demonstrate financial capability to commence operations independently. General Liability insurance with minimum $1 million general aggregate and $500,000 per occurrence limits, plus Automobile Liability coverage of $500,000 combined single limit, is mandatory. No set-asides are specified for this solicitation. Award will be made to the responsible bidder(s) whose conforming bid is most advantageous to the Department based on price, delivery capability, and quality conformance to specifications. Vendor performance may be considered as an evaluation factor. Bids will remain valid for 90 days following submission, and the Department reserves the right to make single or multiple awards or reject all bids if pricing is inconsistent or competition is insufficient.
