The Texas A&M University System RFP-02-3414 - CMAR Request for Proposals
Center for Learning, Arts, and Innovation Texas A&M University College Station, Texas
The Texas A&M University System Office of Facilities Planning & Construction (FP&C) on behalf of the Board of Regents of The Texas A&M University System (Owner) and Texas A&M University, is accepting proposals for the selection process to enter into a contract with a Construction Manager at Risk (CMAR) firm to provide pre-construction services such as constructability guidance, cost estimates, and construction schedules; provide a Guaranteed Maximum Price (GMP); and perform complete construction services consistent with the CMAR construction delivery process as utilized by The Texas A&M University System for the Center for Learning, Arts, and Innovation (#02-3414) for Texas A&M University in College Station, Texas.
The College of Performance, Visualization, and Fine Arts (PVFA) at Texas A&M University was formed by uniting several arts-related departments, including the Visualization program previously housed within the College of Architecture. While PVFA currently occupies multiple buildings across campus, such as Langford Building C, the Liberal Arts and Humanities Building, and the PEAP Building, its growth, particularly in music and performance studies, requires new purpose-built facilities to meet academic and research needs.
To address this, Texas A&M has planned a two-phase approach. Phase I is the Center for Learning, Arts, and Innovation (CLAI), a 186,900 GSF facility on West Campus designed to serve as the academic and research core of PVFA. Phase II, planned for the future, will focus on a larger public performance venue. CLAI will include flexible teaching, performance, and research spaces that integrate technology and foster interdisciplinary collaboration. It will enable students and faculty to create, experiment, and showcase work that blends live, virtual, and augmented media in transformative ways.
The CLAI Building aims to position Texas A&M as a leader in the fusion of the arts, technology, and human experiences supporting STEAM learning, immersive media, and transdisciplinary exploration. It will serve as a visible, dynamic hub connecting the arts with other disciplines such as business, computer science, psychology, and humanities. Located strategically on West Campus, the center will invite engagement from both the university and the broader community, symbolizing the university's commitment to the arts as an integral part of higher education.
Key project goals include elevating the presence of the arts on campus, fostering collaboration across programs, energizing West Campus through active learning and performance, and, if budget allows, incorporating a small performance venue to further support the College's mission.
The Planning Amount for the project is $235,000,000, which includes an Amount Available for Construction Contract (AACC) of $172,284,000. Fees, furnishings, other work, miscellaneous expenses, and contingencies make up the balance of the Planning Amount.
This RFP is the process for selecting a CMAR firm for the project as provided by Texas Education Code 51.782(e). The RFP provides the information necessary to prepare and submit Proposals including fee proposals and general conditions prices. The Owner will rank the Respondents in the order that they provide the “best value” for the Owner based on the published selection criteria and on the ranking evaluations. Interviews of CMAR firms may follow at the Owner’s option.
