About this file
This exhibit is a Department of Public Safety (DPS) instruction document detailing vendor procedures for submitting solicitation responses through the DPS Online Bid Room system. The document does not pertain to a specific contract opportunity or procurement project. Instead, it provides guidance on the optional electronic submission method available to vendors responding to DPS solicitations. Vendors may choose to submit responses through the DPS Online Bid Room or utilize any other submission method identified in the solicitation package. All responses must comply with the specific form and delivery requirements outlined in the individual solicitation package, and failure to adhere to these requirements may result in disqualification. Vendors are instructed to thoroughly review the complete solicitation package, including all exhibits, before submitting responses and to direct any questions to the DPS point of contact identified in the solicitation.
Access to the DPS Online Bid Room requires a two-step registration process. Vendors must first register at https://texasdps.appianportalsgov.com/vendor-management, which can take up to two business days to receive username and password credentials via email. Once registered in Step 2, vendors can access the system to review solicitation opportunities and submit responses electronically. The document emphasizes that vendors must allow sufficient time for the registration process to meet response deadlines, as late submissions are not accepted. Vendors are advised to utilize available resources including the Online Bid Room Vendor Tutorial, Vendor User Guide, Frequently Asked Questions, and vendor support contact information. Electronic submissions through the DPS Online Bid Room receive automatic system confirmation, and no additional receipt confirmation is required. The document specifies that technical difficulties or optional use of the system do not constitute grounds for protesting a contract award.
