DPS Online Bid Room Vendor Information

This document is vendor guidance information from the Texas Department of Public Safety (DPS) regarding submission procedures for state and local contract solicitations through the DPS Online Bid Room. The guidance applies to all vendors responding to DPS solicitations and establishes the submission requirements and processes. Vendors may submit responses either through the optional DPS Online Bid Room system or through alternative methods identified in individual solicitation packages. Responses must be submitted in the specific form and manner described in each solicitation package on or before the stated response due date and time. Vendors are required to review the complete solicitation package, including all exhibits, before submitting their response. All questions regarding specific solicitations must be directed to the DPS point of contact identified in the solicitation package.

Access to the DPS Online Bid Room requires a two-step registration process. Vendors must first register at https://texasdps.appianportalsgov.com/vendor-management, which can take up to two business days to receive username and password credentials. Once registered, vendors receive login credentials via email and can access the system to review opportunities and submit responses electronically. The DPS provides vendor resources including tutorials, user guides, and frequently asked questions to assist with navigation. Vendors are cautioned to allow sufficient time for the registration process to meet response deadlines, as late submissions are not accepted. Technical difficulties or issues with the optional Online Bid Room system do not constitute grounds for protesting a contract award. Electronic submissions through the DPS Online Bid Room generate automatic submission confirmation, and no additional receipt confirmation is required.
