About this file
This is Addendum #2 to a Request for Qualifications (RFQ) issued by Hays County Purchasing Office in San Marcos, Texas for RFQ 2026-Q02 Professional Engineering Services Pool. The addendum, dated November 19, 2025, provides clarifications and updates to the original solicitation by answering vendor questions. The RFQ seeks to establish a pre-qualified pool of professional engineering firms capable of providing on-call services across multiple disciplines including civil, structural, mechanical, electrical, geotechnical, architectural, and environmental engineering. Participating firms must demonstrate a minimum of five years of experience providing engineering services to government entities and maintain current Texas professional engineering licenses. Proposals are due by 10:00 a.m. on December 4, 2025, with the engineering services pool expected to be approved in January-February 2026. The contract structure supports ongoing, project-based work with potential optional annual openings and reviews throughout the contract term.
Addendum #2 includes an updated IFB/RFP/RFQ Submittal Checklist that specifies all mandatory documents required for a responsive proposal submission. Vendors must submit the Solicitation, Offer and Award Form, Vendor Reference Form, Conflict of Interest Disclosure & Questionnaire, and Related Party Disclosure Form as part of the complete response package. Additionally, Hays County requires execution of multiple compliance certifications prior to contract award, including Code of Ethics, HUB Practices verification, House Bill 89 Verification, Iran and Sudan sanctions certifications, Israel Boycott Certification, Energy Company Boycott Certification, Firearm Company Non-Discrimination Certification, Debarment & Licensing Certification, Vendor/Bidder's Affirmation, Federal Affirmations, and System for Award Management (SAM.gov) documentation. Proposals may be submitted electronically through BidNet Direct with one hard copy delivered within 24 hours, or alternatively as one original and one digital copy on a thumb drive, both methods requiring delivery to the Hays County Purchasing Office at 712 S Stagecoach Trail, Suite 1012, San Marcos, TX 78666.
