About this file

This is Addendum #2 to RFQ 2026-Q06 issued by Hays County Purchasing Office for a Utility Coordination Services Pool. The addendum provides clarifications to questions submitted by prospective vendors and includes an updated Solicitation, Offer and Award Form submittal checklist. The RFQ seeks to establish a pre-qualified pool of professional services firms capable of providing utility coordination and engineering services for county infrastructure projects. Proposals are due by December 4, 2025, at 12:00 p.m. Central Time, with anticipated contract award scheduled for January/February 2026. Respondents must submit a Statement of Qualifications not exceeding 20 pages and demonstrate at least five years of experience in utility coordination, including capabilities in identifying utilities, evaluating conflicts, coordinating relocations, and designing relocated utility infrastructure. Evaluation criteria include Capacity to Perform (40 points), Project Management Philosophy (30 points), and Experience of the Company (30 points). The contract will support federally funded, state funded, and locally funded projects, with optional annual opening and review of the contractor pool.

Submissions must include required forms such as the Solicitation, Offer and Award Form, Vendor Reference Form, Conflict of Interest Disclosure, Related Party Disclosure Form, Code of Ethics, HUB Practices documentation, House Bill 89 Verification, Iran and Sudan Certification, Israel Boycott Certification, Energy Company Boycott Certification, Firearm Companies Discrimination Certification, Debarment and Licensing Certification, Vendor/Bidder's Affirmation, Federal Affirmations and Solicitation Acceptance, and a System for Award Management printout from www.SAM.gov. Vendors may submit electronically through BidNet Direct with one hard copy delivered within 24 hours, or submit one original bid packet and one digital copy on a thumb drive. Hays County strongly encourages participation from Historically Underutilized Businesses and is committed to equal opportunity for all qualified businesses. No specific budget amounts are detailed in the addendum, and no incumbent vendors are identified.
