About this file

This document is an Invitation for Bids (IFB) issued by the Texas Workforce Commission (TWC) Vocational Rehabilitation (VR) Division for Cochlear branded replacement implant sound processors and accessories. The solicitation (No. 3202600086) was released on October 29, 2025, with bids due on November 12, 2025, at 10:00 AM Central Time. The contract is intended to establish pricing for replacement sound processors and accessories for VR customers with moderate to profound hearing loss. The initial contract term will run from the execution date through August 31, 2026, with TWC reserving the option to renew the contract for four additional one-year terms.

The procurement will be based on a fixed percentage discount from Cochlear's pricing list, with TWC serving as the payer of last resort for VR customers. The purchase process requires VR counselors to obtain quotes, verify insurance coverage, and issue Service Authorizations for sound processors and accessories. Successful bidders must provide a minimum one-year loss damage warranty with no deductibles, and ship products to the treating professional's clinic within 30 days of receiving a Service Authorization. The solicitation emphasizes that TWC makes no guarantee of volume or total compensation, and the contract is contingent upon the continued availability of funding.
